54 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 7, 1994, at 4:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Arne L. Fennel <br /> Kenneth F. Payne <br />Absent - Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Commissioner Casper and Mr. John V. Witherspoon, County Manager, were <br />attending the National Association of Counties Annual Legislative Conference in <br />Washington, D. G. <br /> <br /> Chairman Barnhart called the meeting to order at 4:30 P.M. Commissioner <br />Carpenter was absent for the beginning of the meeting but arrived at 4:45 P.M. <br /> <br /> Mr. Edward Stelmack of American Legion Post 51 led the Pledge of <br />Allegiance. <br /> <br /> Reverend Harold O. Robinson of Brown Hill A.M.E. Zion Church gave the <br />invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne with <br />Commissioners Fennel and Payne and Chairman Barnhart voting for, the minutes of <br />January 22, February 7, and February 21, 1994, were approved as written. <br /> <br />NEW BUSINESS <br /> <br />School Bond Referendum - Public Hearing/Adoption of Bond Order and Resolution - <br />4:30 P.M. <br /> <br /> The Chairman announced that this was the date and hour fixed by the Board <br />of Commissioners for the public hearing upon the order entitled: "ORDER <br />AUTHORIZING $81,000,000 SCHOOL BONDS" and that the Board of Commissioners would <br />immediately hear anyone who might wish to be heard on the questions of the <br />validity of said order or the advisability of issuing said bonds. <br /> <br /> No one appeared, either in person or by attorney, to be heard on the <br />questions of the validity of said order or the advisability of issuing said bonds <br />and the Clerk to the Board of Commissioners announced that no written statement <br />relating to said questions had been received, except Mr. Bob Andrews, residing <br />at 702 Woodend Drive, Concord, and Co-Chair of the Cabarrus County School Bond <br />Committee, who appeared in person and stated there were school facility needs, <br />including overcrowded classrooms and outdated buildings, and that it was <br />important to proceed with addressing these needs; Ms. Kathy McCord, residing at <br />Harris Road, Concord, who appeared in person, and stated the schools were <br />overcrowded and that adequate classroom space was needed to provide a quality <br />education to the children of Cabarrus County; Mr. Richard Brucki, residing at <br />3872 Meadowridge Drive, Concord, who appeared in person and stated that he as a <br />father supported the school bond issue; Ms. Marilyn Barnhardt, residing at 5800 <br />Wabash Lane, Concord, who appeared in person and stated she supported the school <br />bond issue but expressed the need for controlled residential growth in Cabarrus <br />County; Ms. Nodghia Fesperman, residing at 1061 Templeton Avenue, Concord, and <br />teacher at Mt. Pleasant High School, who appeared in person and stated her <br />support of the school bond issue; Mr. Robby Palo, residing at 1621 Bennington <br />Drive, Concord, and student at Northwest Middle School, who appeared in person <br />and stated his school was overcrowded and that it hard for students to <br />concentrate in those conditions; Ms. Andrea Palo, residing at 1621 Bennington <br />Drive, Concord, who appeared in person, and stated the schools were overcrowded <br />and that adequate space was needed to educate the future leaders of the county; <br />Mr. Steve Sabol, residing at 5441 Weddington Road, Concord, who appeared in <br />person and stated he supported the bond issue but asked that the schools <br />concentrate on the basic studies and address the school facility needs in an <br /> <br /> <br />
