91 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 2, 1994, at 4:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Arne L. Fennel <br /> Kenneth F. Payne <br />Absent - Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 4:30 P.M. <br /> <br /> The invocation was given by Reverend Mike Farley of the West Concord <br />Baptist Church. <br /> <br /> Mr. Roland Jordan of Chapter 27, Disabled AmericanVeterans, led the Pledge <br />of Allegiance. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the minutes of April 18, 1994 were approved as written. <br /> <br /> Chairman Barnhart expressed sympathy to Commissioner Casper and her family <br />on the death of her son during the past week. The Board observed a moment of <br />silence for the family. <br /> <br /> The Board commended Mr. Lewis M. Williams, Veterans Service Officer, for <br />his recognition on April 21 by Mr. Leo Wurschmidt, Director of the Department of <br />Veterans Affairs Regional Office in Winston-Salem. Mr. Williams received a <br />plaque on that date in appreciation for his outstanding service to the Regional <br />Office and to the veterans of North Carolina. <br /> <br />UNFINISHED BUSINESS <br /> <br />Proposed 1994-95 Secondary Road Improvement Programs for Cabarrus County - Formal <br />Presentation - Mr. J. A. Hough, District Engineer 4:30 P.M. <br /> <br /> Mr. J. A. Hough, District Engineer, made the formal presentation of the <br />proposed 1994-95 Secondary Road Improvement Programs.
