103 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Saturday, May 7, 1994, at 8:30 A.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Arne L. Fennel <br />Absent - Commissioner: Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; Mr. John Day, Budget Officer; and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 8:30 A.M. <br /> <br /> The Board reviewed the Financial Report for the period ending March 31, <br />1994. General Fund revenues totaled $46,626,561.00 and expenditures totaled <br />$44,654,616.00. There was general discussion relative to the collection of the <br />vehicle tax, the County's policy for the collection of delinquent taxes, and the <br />levy and distribution of sales tax proceeds. <br /> <br /> The Board reviewed the Departmental Activities Report for the period <br />beginning January 1, 1994 and ending March 31, 1994. <br /> <br /> Chairman Barnhart proposed that the Board meet in the four municipalities <br />and the Midland area to receive public input regarding the FY 1995 budget and <br />County services. These meetings will be scheduled after Mr. Witherspoonpresents <br />the recommended budget to the Board on May 16. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 10:10 A.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
