130 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 6, 1994, at 4:30 P.M. <br /> <br />Present <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Carolyn B. Carpenter <br />Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> · Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Ghairman Barnhart called the meeting to order at 4:35 P.M. <br /> <br /> The invocation was given by Reverend Thurmond G. Plexico of the Saint <br />Martin Lutheran Church. <br /> <br /> The Pledge of Allegiance was led by Mr. James "Bo" Shinn of Post 51 of the <br />American Legion and a survivor of the Battle of Midway. <br /> <br /> Mr. Lewis Williams commented on the observance of the 50th anniversary of <br />D-Day and presented a lapel pin to each of the Board members as a memento of the <br />occasion. He thanked the Board members for their support of the veterans. <br /> <br /> Board members expressed appreciation to Mr. Shinn and all veterans for <br />service to their country. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the minutes of May 7, May 16, May 23, and May 26, 1994 were <br />approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />1994 Legislative Goals Program <br /> A. Proposed Social Services Legislation - Mr. James F. Cook, Jr. <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, briefly reviewed proposed <br />suggestions for the Countyfs 1994 Legislative Goals Program. The Social Services <br />Directors Association is currently pursuing these issues, including increased <br />funding for foster care and special needs foster care, social worker immunity, <br />adult guardianship, and day care quality support funds. The Board declined to <br />take action on the issues and asked Mr. Cook to provide specific legislation for <br />consideration and support by the Board at such time legislation is introduced in <br />the General Assembly. <br /> <br />B? <br /> <br />Proposed Local Legislation to Prohibit Hunting with Firearms from <br /> Public Roads <br /> <br /> UPON MOTION by Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board endorsed the local legislation which had been <br />introduced by Representative Robert C. Hayes to prohibit hunting with firearms <br />from the public roads in Cabarrus County. <br /> <br />Appointments Economic Development Corporation Board <br /> <br /> Commissioner Fennel nominated Mr. James Martin from the Midland area and <br />Mr. Robert Byrd, Jr., from the Mt. Pleasant community for appointment to the <br />Economic Development Corporation (EDt) Board. He stated that the EDt by-laws <br />will be amended to provide for the appointment of an additional citizen who does <br />not live or work within the city limits of Concord and/or Kannapolis. This third <br />appointee will be from the Harrisburg area. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved that nominations be closed and Mr. James <br />Martin and Mr. Robert Byrd, Jr., be appointed by acclamation to the Economic <br />Development Corporation Board. <br /> <br /> <br />
