160 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, July 5, 1994, at 4:30 P.M. The <br />meeting had been rescheduled from Monday, July 4, due to the Fourth of July <br />holiday. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 4:30 P.M. <br /> <br /> The invocation was given by Reverend David Woodard of the Wil-Mar Park <br />Baptist Church. <br /> <br /> Mr. Marshall Brooks of Post 51 of the American Legion led the Pledge of <br />Allegiance. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the minutes of 3une 10 and June 13, 1994 were approved as <br />written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Proposed Amendments to the Cabarrus County Personnel Ordinance - Mr. Don Moorhead <br /> <br /> Mr. Don Moorhead, Personnel Director, reviewed the proposed amendments to <br />the Personnel Ordinance to make it coincide with the Personnel Management Program <br />adopted March 21, 1994. He asked that the amendments be made retroactive to July <br />1, 1994. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne with <br />Chairman Barnhart and Commissioners Payne, Casper and Fennel voting for and <br />Commissioner Carpenter voting against, the Board adopted the amendments to the <br />Personnel Ordinance, as presented by Mr. Don Moorhead and retroactive to July 1, <br />1994, with the deletion of the following Section 3(d)(2): <br /> <br />(2) <br /> <br />When an employee completes a project or performs an action of <br />a singular nature which results in special benefit(s) to the <br />county and/or its citizens, his or her salary base may be <br />increased as recommended by the department head with the <br />approval of the County Manager. <br /> <br />Article III of the Personnel Ordinance as amended is as follows. <br /> <br />Amended Article III Pay Plan <br />Cabarrus County Personnel Ordinance <br />Effective July 1, 1994 <br /> <br /> ARTICLE III. THE PAY PLAN <br />Section 1. Adoption <br /> The salary schedule, reflecting salary grade and class titles, <br />as set forth in Appendix B, is hereby adopted as the pay plan for <br />Cabarrus County. <br />Section 2. Administration of the Pay Plan <br /> The County Manager shall be responsible for the administration <br />and maintenance of the pay plan. The pay plan is intended to provide <br />equitable compensation for all positions reflecting the differences <br />in duties and responsibilities, the comparable rates of pay for <br />positions in private and public employment in the area, the <br />financial conditions of the County, and other factors.
