169 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 4, 1993, at 6:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Cub Scout Pack 222 of <br />Harrisburg. Scouts participating in the ceremony were Jason Adams, Michael <br />Howard, John Reece, Daryl Hall, Marshall Wright, Matt Cash, Brian Harding, Allen <br />Furr, Jason Alexander, and Chris Brafford. <br /> <br /> The invocation was given by Reverend Bobby C. Utley of the New Testament <br />Independent Baptist Church. <br /> <br />"Turn Trash into Cash" Monthly Drawing <br /> <br /> Commissioner Casper and Mr. Rick Payne, Recycling Coordinator, conducted <br />the monthly drawing for "Turn Trash into Cash", a contest to promote recycling <br />in the county. Winners were as follows: Mr. Frank S. Johnston - $100.00 Cash; <br />Ms. Joyce Ivey - $100.00 gift certificate from Yorke & Wadsworth; and Ms. Becky <br />Herman - $100.00 gift certificate from Fine Images Studio. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Contract Amendment/Budget Amendment - Public Health <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Public Health budget <br />amendment and authorized Chairman Carpenter to sign the Amendment to the <br />Consolidated Contract between the State and the Cabarrus County Health Department <br />for the period December 1, 1992 to June 30, 1993 for the Immunization Action Plan <br />activities. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $5,405.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To allocate funds received from DEHNR for Immunization Action <br />Plan (1AP). Total grant is $7722.00. (Stipulation is that if used for salaries, <br />70% will be given in FY 92-93 and 30% in FY 93-94.
