303 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, June 7, 1993, at 9:00 A.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioner: Sue B. Casper <br />Absent Commissioners: Jeffrey L. Barnhart <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 9:00 A.M. <br /> <br />Commissioners Barnhart and Fennel were absent due to work commitments. <br /> <br /> Mr. Marshall Brooks of American Legion Post 51 led the Pledge of <br />Allegiance. <br /> <br /> The invocation was given by Reverend Ron Steele of the Calvary Assembly of <br />God. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne and Casper and Chairman Carpenter voting for, the minutes of <br />May 17, 1993 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Amendment to the Military Leave Section of the Cabarrus County Personnel <br />Ordinance - Second Reading <br /> <br /> Mr. Don Moorhead, Personnel Officer, reviewed the proposed amendment as <br />approved by the Board on first reading on May 17, 1993. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Chairman Carpenter voting for, the Board <br />adopted on second reading the following amendment to the Cabarrus County <br />Personnel Ordinance. <br /> <br />ARTICLE VI Leaves of Absence <br /> <br />Section 26. Military Leave <br /> <br /> Permanent employees who are members of the National Guard or <br />Armed Forces Reserve will be allowed (10) workdays per year military <br />training leave. If the compensation received while on military <br />leave is less than the salary that would have been earned during <br />this same period as a County employee, the employee shall receive <br />partial compensation equal to the difference in the base salary <br />earned as a reservist or guardsman and the salary that would have <br />been earned during this same period as a County employee. The <br />effect will be to maintain the employee's salary at the normal level <br />during this period. If this military duty is required beyond this <br />ten (10) workday period, the employee shall be eligible to take <br />accumulated annual leave, or be placed in a leave-without-pay <br />status. Reservists called to active duty, with no training period <br />preceding the active duty, shall be allowed to charge up to ten days <br />per year of active duty as military training and receive pay for <br />these days. <br /> While taking military leave with partial pay or without pay, <br />the employee's leave credits and other non-monetary benefits shall <br />continue to accrue as if the employee physically remained with the <br />County during this period. Regular employees who are guardsmen and <br />reservists have all job rights specified in the Veterans <br />Readjustment Assistance Act. <br /> <br /> <br />
