321 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 21, 1993, at 6:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:34 P.M. <br /> <br />Commissioner Barnhart led the Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Eldon Wadsworth of the First <br />PreSbyterian Church in Kannapolis. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Carpenter and <br />unanimously carried, the minutes of May 24 and June 1, 3, and 7, 1993, were <br />approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment Region F Emergency Medical Services (EMS) Advisory Council <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board deferred the appointment to the Region F Emergency <br />Medical Services Advisory Council until the next meeting. <br /> <br />Appointment Centralina Development Corporation (1) <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne and <br />unanimously carried, the Board deferred the appointment to the Centralina <br />Development Corporation until the next meeting. <br /> <br />Appointment Community Based Alternatives (CBA) Task Force (1) <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne and <br />unanimously carried, the Board deferred the appointment to the Community Based <br />Alternatives (CBA) Task Force until the next meeting. <br /> <br />Tipping Fee Recommendation for the City of Kannapolis by the Board of Health <br /> <br /> Dr. William F. Pilkington, Health Director, presented the recommendation <br />by the Board of Health to reduce the current tipping fee for residential refuse <br />from the City of Kannapolis from $28.00 per ton to $24.58 per ton for Fiscal Year <br />1993-94. He stated that the City's residential yard waste program had helped to <br />save landfill space as it had reduced the residential waste stream from <br />Kannapolis by 12.2 percent during the current fiscal year. It was also the <br />Health Board's recomnendation to give the towns of Harrisburg and Mt. Pleasant <br />the same consideration if they begin a similar yard waste program. <br /> <br /> There was lengthy discussion and Board members requested the following <br />information: (1) Amount of yard waste brought into the landfill from the City <br />of Kannapolis; (2) Amount of waste brought in from the Rowan County side of <br />Kannapolis; (3) Cost comparison to show the amount of the waste stream or tonnage <br />of the tub grinder (rented for 16 hours during the past year for the landfill) <br />that is attributable to the City of Kannapolis. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart and <br />unanimously carried, the Board denied the Health Board's recommendation to reduce <br />the tipping fee charges until such time the Health Department provides figures <br />showing that this reduction in yard waste will be beneficial to the County. If <br />it is determined that this reduction will benefit the County, refunds will be <br />made to the City of Kannapolis as of July 1, 1993. <br /> <br /> <br />
