449 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 3, 1992, at 6:30 P.M. <br /> Present - Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Kenneth F. Payne <br /> Billy J. Simmons, Jr. <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney: and Mrs. Frankte F. Bonds, Clerk to the Board. <br /> Chairman Carpenter called the meeting to order at 6:40 P.M. <br /> The invocation was given by Reverend Peggy Stout, Minister of Education <br />and Youth for the First Baptist Church in Concord. <br /> Mr. Witherspoon introduced Mr. Don Moorhead, Personnel Officer, and Mr. <br />John Day, Budget Officer. Both recently began employment with Cabarrus County. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Commissioner Barnhart made the following nominations for appointments/ <br />reappointments to the Nursing Home Community Advisory Committee: Appointment <br />of Ms. Marian Little, Ms. Anna Howard McKnight, Ms. Barbara Cox Hammonds, and <br />Ms. Phyllis Crump for terms of one year and reappointment of Ms. Patty Propst <br />for a term of three years. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby and <br />unanimously carried, nominations to the Nursing Home Community Advisory Committee <br />were closed and the following appointments/reappointments unanimously approved: <br />Appointment of Ms. Marian Little, Ms. Anna Howard McKnight, Ms. Barbara Cox <br />Hammonds and Ms. Phyllis Crump for terms of one year ending December 31, 1992 <br />and reappointment of Ms. Patty Propst for a term of three years ending December <br />31, 1994. <br /> Commissioner Barnhart nominated Ms. Judy Critz and Mr. John Pharr for <br />reappointment and nominated Ms. Joy Bass and Ms. Candice Thompson for appointment <br />to the Domiciliary Home Community Advisory Committee. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the nominations to the Domiciliary Home Community Advisory <br />Committee were closed and the following appointments/reappointments unanimously <br />approved: Reappointment of Ms. Judy Critz and Mr. John Pharr for terms of three <br />years ending December 21, 1994 and appointment of Ms. Joy Bass and Ms. Candice <br />Thompson for terms of one year ending December 21, 1992. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following Health Department budget <br />amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT $9,413.00 <br />TYPE OF REQUEST: Supplemental Request <br />PURPOSE OF REQUEST: To accept additional Family Planning Grant Funds from the <br /> State. <br /> <br />Line Item Present Approved <br />Account Number Budget <br />01-6-58-34-538 $74,768.00 <br /> Family Planning Grant <br /> <br />Increase Decrease <br /> <br />$9,413.00 <br /> <br />Revised <br />Budget <br />$84,181.00 <br /> <br />58-50-360 <br /> Medical Supplies <br /> <br />$22,750.00 $8,913.00 $31,663.00 <br /> <br />58-50-610 $ 2,000.00 $ 500.00 $ 2,500.00 <br /> Travel <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Parks and Recreation budget <br />amendment. <br /> <br /> <br />
