481 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at The Oaks Restaurant in Kannapolis, North Carolina on Friday, March <br />13, 1992, at 5:30 P.M. <br /> Present Chairman: Carolyn B. Carpenter <br /> Commissioners: William G. Hamby, Jr. <br /> Jeffrey L. Barnhart <br /> Billy J. Simmons, Jr. <br /> Absent o Commissioner: Kenneth F. Payne <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br />Representatives from Vision Cable of Metrolina present for the meeting were Mr. <br />Robert Melton, General Manager, and Ms. Shirley Hurlocker, Marketing Director. <br /> After dinner, Chairman Carpenter called the meeting to order at 6:15 P.M. <br /> Mr. Witherspoon distributed a packet of information from Mr. Kenneth Olio- <br /> Mills regarding Vision Cable's alleged failure to meet the requirements of the <br /> cable television franchise ordinance. No action was taken and the Board agreed <br /> to discuss the information at a later date. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Barnhart with <br />Commissioners Simmons, Barnhart and Hamby and Chairman Carpenter voting for, the <br />Board moved to authorize Mr. Henry Waldroup, Utilities Director, to place the <br />Midland/Wallace Road water line connection project out for bids with the project <br />to be bid in two parts. <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with <br />Commissioners Barnhart, Hamby, and Simmons and Chairman Carpenter voting for, <br />the Board moved to go into executive session to discuss pending litigation. <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Barnhart with <br />Chairman Carpenter and Commissioners Barnhart, Hamby, and Simmons voting for, <br />the executive session was adjourned. <br /> No report was filed on the executive session. <br /> Chairman Carpenter recessed the meeting to travel to the Vision Cable <br />facilities on Kansas Street in Kannapolis. <br /> Chairman Carpenter reconvened the meeting at Vision Cable. <br /> Mr. Melton and Ms. Hurlocker provided a tour of the facilities. Mr. Melton <br />presented a brief report on the provision of cable service in Cabarrus County <br />and recent technological advances in the cable industry. It was noted that 93 <br />percent of the homes in Cabarrus County are served by cablevision at this time. <br />Also, Mr. Melton stated the company's desire to begin franchise renewal <br />discussions with the Board. <br /> The Board received Mr. Melton's presentation as information only. <br /> There being no further business to come before the Board, Chairman <br />Carpenter adjourned the meeting at 8:00 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
