The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, January 7, 1991, at 6:30 P.M. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br />The invocation was given by Reverend Ed Hall of the Odell Baptist Church. <br />Commissioner Barnhart recognized Mr. David Goff and Ms. Pam Outen, 4-H <br />Agents, who presented information relative to the 4-H Program in Cabarrus County <br />and introduced the County's five National 4-H Scholarship Winners. Chairman <br />Simmons presented Certificates of Recognition to the Scholarship Winners as <br />follows: <br /> <br />Steve Sifford - 4-H National Agricultural Careers Scholarship Winner <br />Erin McNally 4-H National Dog Care Scholarship Winner <br />Tiffany Fox - 4-H National Food Careers Scholarship Winner <br />Heather Fox - 4-H National Health Scholarship Winner <br />John Lewis - 4-H National Achievement Scholarship Winner <br /> <br /> Mr. Brady Black, Vice-Chairman of the Farm Committee of the Cabarrus County <br />Farm Bureau Local Affairs Committee, supported the use of district representation <br />for the appointment of members to the Planning and Zoning Commission. However, <br />he urged Board members to appoint farm land owners to the Commission and <br />presented the following nominations from the Farm Committee: Janice Harkey, <br />Jimmy Little, Edward S. Moose, and Larry E. Taylor. <br /> Chairman Simmons explained the appointment process to the Planning and <br />Zoning Commission and noted that 23 applications had been received for the 9- <br />member Commission. <br /> The following nominations were made for the appointment of three at-large <br />members on the Planning and Zoning Commission. <br /> <br />(1) <br /> <br />(2) <br />(~) <br /> <br />Howard Hurlocker - Two-year term - Nominated by Commissioner Payne <br /> and seconded by Commissioner Barnhart <br />Bob Smith - One-year term - Nominated by Commissioner Carpenter <br />Robert Amos - Three-year term - Nominated by Chairman Simmons <br /> <br /> The Board voted unanimously to appoint Messrs. Howard Hurlocker, Bob Smith, <br />and Robert Amos as the at-large members of the Planning and Zoning Commission <br />for the terms as shown above. <br /> The remaining nominations and appointments to the Planning and Zoning <br />Commission were as follows. <br /> <br />Dennis C. Shultz - Township 1 Two-year term - Nominated by <br /> Commissioner Payne and unanimously appointed <br />David T. Hartgen Township 2 Three-year term Nominated by <br /> Commissioner Barnhart and unanimously appointed <br />Doris M. Barbee - Townships 3 & 4 One-year term - Nominated by <br /> Commissioner Carpenter and unanimously appointed <br />Nancy Randall - Townships 10 & 11 - One-year term Nominated by <br /> Commissioner Hamby and unanimously appointed <br />Edward S. Moose - Townships 5, 6 & 7 - Three-year term - Nominated <br /> by Commissioner Payne and unanimously appointed <br /> <br /> The motion by Commissioner Hamby and seconded by Commissioner Carpenter <br />to defer the appointment of the Townships 8 and 9 representative failed with <br />Commissioners Hamby and Carpenter voting for and Commissioners Barnhart and <br />Payne and Chairman Simmons voting against. <br /> Commissioner Barnhart nominated Mr. Kenneth Olio-Mills for a two-year term <br />as the Township 8 and 9 representative to the Planning and Zoning Commission. <br />Voting was as follows: <br /> <br />Voting for - Commissioners Barnhart and Payne and Chairman Simmons <br />Voting against - Commissioners Carpenter and Hamby <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to add to the agenda consideration of a <br />Housing Rehabilitation Contract between the Department of Aging and the City of <br />Concord. <br /> <br /> <br />
