15 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 14, 1991, at 4:30 P.M. <br /> Present - Vice-Chairman: Jeffrey L. Barnhart <br /> Commissioners: Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Absent - Chairman: Billy J. Simmons, Jr. <br /> Vice-Chairman Barnhart called the meeting to order at 4:30 P.M. and <br />presided in the absence of Chairman Simmons. <br /> Mr. James F. Cook, Jr., Social Services Director; Mr. Rodney Duncan, Social <br />Work Program Manager; and Mr. James Polk, Program Coordinator, presented an <br />overview of the Job Opportunities and Basic Skills (JOBS) Training Program to <br />be implemented by the Department of Social Services on July 1, 1991. The JOBS <br />Program is a long-term plan designed to focus on literacy, education, and skills <br />needs of those persons receiving Aid to Families with Dependent Children (AFDC) <br />and will offer components in education, job readiness, job skills training, job <br />development and placement, on-the-job training, and job search. An AFDC <br />population of 1006 is anticipated in Cabarrus County on July 1 with 352 <br />recipients to be in a mandatory participation status for the program. Twelve <br />new positions will be required in the Social Services Department to operate the <br />JOBS Program along with contracts with such outside agencies as the Employment <br />Security Commission, day care operators, and transportation providers. <br />Additional space will also be needed to house the unit; therefore, it was <br />requested that the Board approve the finishing of the third floor of the Social <br />Services Addition to provide the required space. The local matching share for <br />the program was estimated at $62,000.00; however, the implementation of the <br />program will change the allocation of overhead costs in such a way that the <br />actual net cost to the county will be approximately $33,000.00. <br /> Mr. Ken Griffin, Architect, presented the proposed plans for finishing the <br />third floor of the Social Services Addition at an estimated cost of $77,837.00. <br />This proposal will be considered by the Board at its meeting on January 21, 1991. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Carpenter and Vice-Chairman Barnhart voting for, <br />the Board ratified the purchase of 14.0 acres of property from the heirs of Mrs. <br />A. L. Deal at a cost of $65,000.00 for the Coddle Creek Reservoir Project. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne with <br />Commissioners Hamby, Payne, and Carpenter and Vice-Chairman Barnhart voting for, <br />the Board authorized the purchase of 14.057 acres of land and an easement from <br />Mr. James E. Patterson at a cost of $66,500.00 for the Coddle Creek Reservoir <br />Project. <br /> Mr. Michael M. Ruffin, County Manager, reported an insufficient number of <br />parking spaces in the basement level of the Governmental Center to provide spaces <br />for all employees who work in the facility. He requested that the Board consider <br />offering 25-30 spaces on the "G" level for employee parking under the same policy <br />currently in effect for the basement level. Vice-Chairman Barnhart instructed <br />Mr. Ruffin to investigate the utilization of parking spaces by the public on the <br />"G" level and to report his findings to the Board at the next Board meeting. <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 5:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
