287 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the A. T. Allen School in Concord, North Carolina, on Monday, January <br />8, 1990 at 5:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The Board met with the Cabarrus County Board of Education and toured the <br />new facility at A. T. Allen. At the conclusion of the tour, Chairman Lentz <br />recessed the meeting until 6:15 P.M. <br /> At 6:15 P.M., Chairman Lentz reconvened the meeting at the Western Sizzlin <br />Steakhouse in Concord. <br /> The motion by Commissioner Simmons to amend the Cabarrus County Personnel <br />Ordinance to add Martin Luther King's Birthday to the holiday schedule for County <br />employees for the current year and each year thereafter failed for lack of <br />second. <br /> Mr. Blair D. Bennett, Finance Director, presented the 1988-1989 Annual <br />Audit to the Board. He reviewed the accomplishments of the County during the <br />past year and outlined upcoming projects. In conclusion, Mr. Bennett recommended <br />that the Board make a commitment to keep the unreserved fund balance at a level <br />of at least 20 percent (20%) of the General Fund. <br /> Mr. Paul Ijames, Internal Auditor, reviewed the utility enterprise fund <br />and the financial condition of the Water and Sewer District. <br /> Mr..Michael M. Ruffin, County Manager, presented two drafts of a letter <br />to the North Carolina Department of Transportation relative to the proposed <br />extension of North Carolina Highway 136. He noted that one draft had been <br />prepared by him at the Board's direction on January 2 and one draft had revisions <br />proposed by Mr. Wallace Hinnant. The Board by consensus asked that the letter <br />prepared by Mr. Ruffin be forwarded to Mr. L. J. Ward, PE, Manager of the <br />Planning and Research Branch of the Department of Transportation. The text of <br />the letter as prepared by Mr. Ruffin was as follows: <br /> <br /> On Tuesday, January 2, 1990, the Cabarrus County Board of <br />Commissioners discussed the proposed extension of N.C. 136 in <br />Cabarrus County. We realize that several alternatives for the <br />project have been considered and trust that your staff has given <br />each of these alternatives serious scrutiny. While we do not desire <br />to see the project delayed or abandoned, we do earnestly request <br />that the concerns of residents in the area about the impact of <br />Alignment A be given your careful consideration. <br /> If you have any further questions or desire to discuss the <br />project in greater detail, please do not hesitate to contact me. <br /> <br /> The Board agreed to begin meeting on January 22 to review the proposed <br />Capital Improvements Program. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board moved to go into executive session to discuss a <br />personnel matter. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the executive session was terminated. <br /> Chairman Lentz reported no action in the executive session. <br /> There being no further business to come before the Board, the meeting was <br />adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
