305 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, February <br />5, 1990, at 7:00 P.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Harold E. Schwantes of the Westford <br />United Methodist Church. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin and <br />unanimously carried, the minutes of January 2 and January 8, 1990 were approved <br />as written. <br /> <br />NEW BUSINESS <br /> Mr. Blair D. Bennett, Finance Director, reviewed the letter dated January <br />17, 1990, from Mr. Ho Gene Jordan, Finance Officer for the Cabarrus County <br />Schools, requesting the County to sell the remaining school bonds of <br />approximately $8 million to provide funding for the new Mt. Pleasant High School. <br />Mr. Bennett recommended a sale date of July 17, 1990 with a closing date of <br />August 7, 1990. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the sale of approximately $8 million in <br />bonds for the Cabarrus County Schools on July 17, 1990 with a closing date of <br />August 7, 1990. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board approved the following change order for the <br />Cabarrus County Governmental Center. <br /> <br />General Construction Contract - Change Order Number CA12-G(ll) - L. <br />P. Cox Company, Inc. - Delete the specialty signage and signage <br />allowance from the General Contract for a credit of: Thirteen <br />thousand dollars and no cents ($13,000.00). <br /> <br />Specialty Signage: <br />Signage Allowance: <br /> TOTAL CREDIT: <br /> <br />$ 3,000.00 <br />10,000.00 <br />$13,000.00 <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz and <br />unanimously carried,the Board approved the following Revision to the Cabarrus <br />County Scrap T~re Program as recommended by the Board of Health. <br /> <br />SCRAP TIRE PROGRAM FOR CABARRUS COUNTY <br /> <br />Authorized tire dealers in Cabarrus County will take old tires <br />to U.S. Disposal Service on Poplar Tent Road with merchant <br />identification number. <br />A. The dealer will either pay for disposal or if billing <br /> has been worked out with U.S. Disposal, sign the bill. <br /> <br />At the end of the month the dealer will assemble the following <br />documentation: <br />1. Copies of all individual tire delivery tickets, or paid <br /> bill, to U.S. Disposal. <br />2. Paid Invoices or cancelled checks verifying payment in <br /> full to U.S. Disposal. <br />3. Copy of payment receipt to N.C. Department of Revenue, <br /> showing payment of scrap tire collection fee. <br />4. Computer print-out or copies of individual invoices <br /> showing the total number of new highway tires sold in <br /> the preceding month. <br />5. This material will be forwarded to Cabarrus County <br /> quarterly for payment. <br /> A. The tire dealer will be reimbursed for the <br /> disposal fee on an amount of scrap tires not to <br /> exceed the total of new qualifying tires sold in <br /> the preceding quarter. <br /> <br /> <br />
