311 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Grand Jury Room at the County Courthouse in Concord, North <br />Carolina, on Monday, February 12, 1990, at 4:00 P.M. <br /> Present - Vice-Chairman: R. Giles Moss <br /> Commissioners: William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Absent - Chairman: James W. Lentz <br /> Vice-Chairman Moss called the meeting to order at 5:05 P.M. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with <br />Commissioners Hamby and Melvin and Vice-Chairman Moss voting for, the Board moved <br />to go into executive session to consider pending litigation, personnel matters, <br />and the performance of an individual contractor. The Board invited <br />representatives of Tax Management Associates to join them in executive session. <br /> Commissioner Simmons arrived at the beginning of the executive session and <br />was present for the remainder of the meeting. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with <br />Commissioners Simmons, Hamby, and Melvin and Vice-Chairman Moss voting for, the <br />executive session was adjourned. <br /> No report was given on the executive session. <br /> Mr. Dennis Yates, Architect, presented a requested change order for the <br />Health Department re-roofing project and reported that extensive water damage <br />had occurred in the building during the previous weekend. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Simmons with <br />Commissioners Melvin, Simmons, and Hamby and Vice-Chairman Moss voting for, the <br />Board approved the following change order for the re-roofing contract at the <br />Health Department and authorized Vice-Chairman Moss to execute the change order <br />on behalf of the County. <br /> <br />Change Order Number 1 Stroup Sheet Metal Works, Inc. Increase <br />contract sum by $2,074.00 and make the following changes in the <br />contract: <br />(1) An additional pressure-treated 2x wood nailer shall be <br /> anchored to the preceding wood nailer (as detailed in the <br /> original contract documents) with 16 penny, cement-coated <br /> nails. Anchorage or wood blocking shall be installed to <br /> resist a force of 175 pounds per lineal foot in any direction. <br /> Half inch vent spaces shall be provided between each length <br /> of wood nailer. <br />(2) An additional six inch "stretch-out" strip of PVC roof <br /> membrane flashing materials will be furnished and installed <br /> at parapet locations to accommodate the extra thickness of the <br /> additional wood blocking. The six inch PVC strip shall be <br /> adhered to the parapet walls with Sarnafil Sarnacol #2170 <br /> bonding adhesive at a coverage rate of approximately 50 square <br /> feet per gallon. <br />(3) The additional six inch PVC strip shall then be heat-welded <br /> to the remainder of the previously installed flashing <br /> material. Ail heat welding will be accomplished with hand- <br /> held heat guns. <br />(4) This will allow us to furnish and install the W.P. Hickman <br /> Company Perma-Snap coping system in the original <br /> configurations and sizes detailed. <br />(5) The additional pressure-treated 2x wood nailer shall also be <br /> anchored to the preceding wood nailer with 2h" #12 wood screws <br /> at 36" on center approximately. <br />(6) Time extension of fifteen (15) days requested due to inclement <br /> weather. <br /> <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with <br />COmmissioners Simmons, Hamby, and Melvin and Vice-Chairman Moss voting for, the <br />Board set the following terms of appointment for Reverend Paul Milholland and <br />Mr. Freeman R. Jones who were appointed to the Council on Aging Advisory Board <br />on January 15, 1990. <br /> <br />Reverend Paul Milholland - 3 year term - Term ending December 31, 1992 <br />Mr. Freeman R. Jones Unexpired term previously held by Ms. Jonyrma <br /> Singleton-Elliott Term ending December 31, 1991. <br /> <br /> <br />
