360 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 30, 1990, at 7:00 P.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Commissioners Moss and Hamby were absent for the beginning of the meeting, <br />but arrived during the presentation of the budget requests for the schools. <br /> Commissioner Melvin reported on her presentation to the Hazardous Waste <br />Management Commission during a public hearing in Raleigh on this date relative <br />to the possible location of a hazardous waste management facility in Cabarrus <br />County. <br /> Dr. Jesse Register, Cabarrus County Schools Superintendent, and Dr. Ralph <br />Johnston, Kannapolts City Schools Superintendent, presented the Fiscal Year 1990- <br />1991 Capital Outlay Budget requests and Current Expense Budget requests for the <br />respective school systems. The proposed Current Expense Expansion Budget <br />requests for the County Schools totaled $1,468,100.00 and included such items <br />as additional teacher and staff positions, employee benefit programs, technology, <br />instructional materials, equipment and supplies and staff development. For the <br />Kannapolis City Schools, the proposed Local Current Expense Expansion Budget <br />requests totaled $667,000.00 and included such items as additional teacher and <br />staff positions, staff development/in-service training, administrative support <br />personnel, and maintenance personnel. <br /> Ms. Tina Loving, Chairman of the Cabarrus County Board of Education, and <br />Mr. Henry Duncan, Chairman of the Kannapolis Board of Education, requested <br />support of the budget requests for the schools and introduced the following <br />School Board members who were present for the meeting. <br /> <br /> Cabarrus County Schools <br />Mr. Samuel F. Davis, Jr. Ms. Betty Alston <br />Ms. Betty Eddleman Mr. Harold Hartsell, Sr. <br />Mr. Lewis Williams <br /> <br />Mr. Joe Mingo <br />Mr. Farrar Griggs <br /> <br />Kannapolis Board of Education Ms. Millie Hall <br /> Ms. Huyla Jackson <br /> <br /> After presentation of the budget requests and in response to questions by <br />Commissioner Melvin, there was brief discussion relative to State average per <br />pupil funding, the low Scholastic Aptitude Test (SAT) scores in Cabarrus County, <br />and the payment of supplements to school employees in Cabarrus County as compared <br />to other counties. <br /> Mr. Michael M. Ruffin, County Manager, informed the Board that he would <br />not recommend a tax increase for Fiscal Year 1990-1991. He noted that taxes <br />would not have to be raised to fund the schools budget requests or other <br />expansion projects. <br /> Chairman Lentz and Mr. Ruffin distributed copies of the 1989-1990 Cabarrus <br />County Annual Report to those persons present for the meeting. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to go into executive session to discuss <br />threatened litigation with the County Attorney. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the executive session was adjourned. <br /> Chairman Lentz reported no action from the executive session. <br /> There being no further business to come before the Board, the meeting was <br />adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
