374 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Tuesday, May 15, 1990, at 8:00 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> There were no objections to the request by individuals to address the <br />Board relative to the proposed location of a prison on the Stonewall Jackson <br />School property. <br /> Ms. Becky Goodman, spokesperson for area residents opposed to the proposed <br />prison, outlined the following objections: Location in a heavily populated <br />residential area: close proximity to the new J. N. Fries Middle School, Central <br />Gabarrus High School, and Frank Liske Park; and creation of traffic problems on <br />Highway 49. She also strongly objected to the fact that there was no contact <br />with local officials about the proposed prison. Ms. Goodman reported that <br />petitions in opposition to the proposed prison were being circulated for <br />signatures and would be forwarded to Raleigh. <br /> Mr. Mike Kluttz of 687 Wilshire Drive expressed concern relative to the <br />close proximity of the proposed maximum security prison to the existing National <br />Guard Armory. He stated in his opinion the prison would present a danger to the <br />community and threaten the safety of area residents. <br /> A proposed resolution in opposition to the prison facility was presented <br />for consideration. However, Commissioner Hamby objected to the Board's taking <br />action relative to the proposed prison at this time and called for time to gather <br />more information on the project, to consider alternatives, and to address local <br />concerns. During discussion, Board members also expressed concern that no local <br />officials were contacted regarding the proposed prison. Chairman Lentz requested <br />Commissioners Hamby and Moss and the County Manager to draft an appropriate <br />resolution to be introduced at the Board meeting on May 21. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss and <br />unanimously carried, the Board moved to go into executive session to discuss <br />pending litigation against Cabarrus County. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the executive session was adjourned. <br /> At 9:13 A.M., Chairman Lentz recessed the meeting until 8:00 A.M. on <br />Wednesday, May 16, 1990. <br /> <br />Clerk to the Board <br /> <br /> <br />
