397 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners~ Conference Room at the Cabarrus County Governmental <br />Center on Tuesday, June 12, 1990, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> Mr. Michael M. Ruffin, County Manager, reported on the proposed reductions <br />in reimbursements to local governments by the State of North Carolina. According <br />to Mr. Ruffin, the current proposal would reduce the State's August reimbursement <br />check on intangibles to Cabarrus County by $240,046.00 and would reduce the <br />energy allotment and custodial assistance to the schools by approximately <br />$277,000.00. <br /> The Board by consensus agreed to send flowers in memory of Mrs. Laurabel <br />Arey, wife of Dr. Vincent Arey who works with the Maternal Health Clinic at the <br />Cabarrus County Health Department. <br /> Motion made by Chairman Lentz and seconded by Commissioner Melvin to <br />discontinue the $3,000.00 funding to the fire departments and to put this money <br />into a capital outlay fund failed with Chairman Lentz and Commissioner Melvin <br />voting ~for and Commissioners Hamby and Moss voting against. <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />removed the Senior Planner position from the recommended Planning Department <br />budget at an estimated cost of $40,000.00 for salary and benefits. <br /> Mr. Michael M. Ruffin, County Manager, briefly reviewed the proposed <br />recycling program as well as the recommended tipping fee schedule for the <br />Sanitary Landfill. The estimated cost for the first year of a curbside recycling <br />program for 10,000 homes was $200,000.00. In regards to the proposed tipping <br />fee, Mr. Ruffin pointed out that he had recommended a $2.50 per cubic yard <br />tipping fee as compared to the Health Boardfs recommended fee of $4.60 per cubic <br />yard. He noted that Concord officials had indicated that the City would no <br />longer use the Landfill if the tipping fees were increased over the recommended <br />$2.50 per cubic yard. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss, Melvin, and Hamby voting for and Chairman Lentz voting <br />against, the Board increased the tipping fee at the Cabarrus County Landfill from <br />$2.00 per cubic yard to $4.60 per cubic yard effective July 1, 1990. <br /> Consideration of a motion made by Commissioner Hamby for any excess revenue <br />generated by the tipping fees to be used to set up a special solid waste capital <br />reserve fund for the landfill, recyclables or any other solid waste issues was <br />postponed until a later date. The Board asked that Dr. William F. Pilkington, <br />Health Director, and Mr. Rick Payne, Recycling Coordinator, attend the next <br />meeting to discuss the possibility of scaling down the recycling project for the <br />first year. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin, Moss, and Hamby and Chairman Lentz voting for, the Board <br />changed the meeting dates in July from the July 2 and July 16 to July 9 and July <br />23 respectively due to the July 4th holiday and the National Association of <br />Counties Annual Conference. The meeting on July 9 will be held at 9:30 A.M. and <br />the meeting on July 23 will be held at 7:00 P.M. <br /> The Board agreed to hold the meeting scheduled for August 6 at 9:30 A.M. <br />in the Old Courthouse instead of the Governmental Center. <br /> The Board reviewed the budgets for the following departments but took no <br />action: Traffic Engineering, Transportation Planning, Zoning, Building <br />Inspection, General Services, Service Garage, Agriculture Extension, Veterans <br />Service, Social Services, Aging Department, Public Health Programs, Recreation, <br />Cabarrus-Rowan Park, Property Maintenance, and Water and Sewer. <br /> Mr. Michael M. Ruffin, County Manager, reported that the County had lost <br />approximately $268,000.00 over the past two years on its self-insured <br />hospitalization plan with Blue Cross/Blue Shield of North Carolina. He stated <br />in his opinion the shortfall had occurred because Mr. Blair Bennett, Finance <br />Director, had incorrectly recommended the insurance rates for the County. He <br />also commented that Mr. Bennett had paid out the shortfalls to the insurance <br />carrier without the proper authorization by the Board of Commissioners.
