Organization of Personnel System, Section 3. Definitions - <br />clarifications of employee types and associated Munis system codes <br />• Article II. The Pay Plan, Section 3. Usage of Salary Ranges, (c) Merit <br />Increase Administration - adding language to address treatment of those <br />at top of pay range as recommended in last salary study <br />• Article III. The Pay Plan, Section 12. Sheriff's Education Incentive <br />Program - changes to reflect recommendation from last salary study <br />• Article III. The Pay Plan, Section 15. Bi -Lingual Incentive - <br />clarifications to this incentive versus where bi-lingual is a job <br />requirement <br />A brief discussion ensued. <br />Infrastructure and Asset Management - Surplus of Historic Items to Historic <br />Cabarrus <br />Jonathan Marshall, Deputy County Manager, reported staff has recently <br />discovered historic items stored at the Governmental Center. He requested <br />permission to donate the items to Historic Cabarrus. He stated in order to do <br />so, the items would need to be declared surplus by the Board. <br />A discussion ensued. During discussion, Mr. Marshall responded to <br />questions from the Board. Kyle Bilafer, Area Manager of Operations, was also in <br />attendance. <br />Planning and Development - Home Program Proiect Ordinance and Budget Amendment <br />Kelly Sifford, Planning and Development Director, reported repayment <br />funds have been received in connection with the HOME Program. She stated funds <br />are required to be placed back into the program. Ms. Sifford advised the <br />repayment funds received would be used toward the Prosperity Elderly Housing <br />Project. She also responded to questions from the Board. <br />Sheriff's Office - Approve Bid Award with Lonnie Cobb Ford for 2019 Ford Utility <br />Police Interceptor Vehicles (Explorer) <br />Chief Deputy Paul Hunt reported a Request for Bids (RFP) was advertised <br />for 2019 Ford Utility Police Interceptor Vehicles. He stated two bids were <br />received. He requested the bid be awarded to Lonnie Cobb Ford in Henderson, <br />Tennessee for 13 2019 Ford Utility Police Interceptor vehicles for a total cost <br />of $389,967. <br />A discussion ensued. During discussion, Catherine Barr, County Attorney, <br />Chief Hunt, Mike Downs, County Manager, and Tom Nunn, Contract and Risk <br />Coordinator, responded to questions from the Board. <br />Vice Chairman Honeycutt MOVED to suspend the Rules of Procedure in order <br />to take action on this item due to time constraints. Commissioner Kiger seconded <br />the motion. <br />Following further discussion, the INION unanimously carried <br />UPON MOTION of Commissioner Kiger seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board accepted the bid from Lonnie Cobb Ford in the <br />amount of $389,967 for 13 2019 Ford Utility Police Interceptor Vehicles. <br />Sheriff's Office - 911 Emergency Telephone Elrod Recording System Purchase and <br />Budget Amendment <br />Lieutenant Ray Gilleland, Cabarrus County Sheriff's Office, requested <br />approval to purchase an upgraded communications recording system including <br />backup. Lieutenant Gilleland added the new system would speed up call processing <br />and assist with quality assurance. He stated funding would come from the 911 <br />Emergency Telephone Fund. <br />Susan Fearrington, Finance Director, confirmed the funds were available <br />as stated. <br />County Attorney - Approval of Tax -Exempt Bond Financing for Carolina <br />International School <br />Mike Downs, County Manager, reported Carolina International School has <br />requested approval for a tax-exempt bond financing in order to fulfill the <br />
