January 3, 2018 (work Session) Page 3407 <br />The Board of Commissioners for the County of Cabarrus at for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Wednesday, January 3, 2018 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Bugle, <br />Clerk to the Board. <br />Commissioner Poole arrived at 4:41 p.m. and was present for the remainder <br />of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:01 p.m. <br />Approval of Agenda <br />Chairman Morris presented the fallowing changes to the agenda: <br />Revised: <br />Discussion Items for Action at the January 16, 2016 Meeting <br />4-6 Finance - Adjustment of Line Item Budget for Rowan Cabarrus Community <br />College (RCCC) Advanced Technology Center <br />• Project Ordinance Revised <br />Closed Session: <br />6.1 Closed Session - Pending Litigation and Economic Development <br />UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Library - Mount Pleasant Branch Expansion Project <br />Emery Ortiz, Library Director reported the Mount Pleasant Library <br />expansion has been on the Capital Improvement Projects (CIP) list for many <br />years. She stated that the Library has outgrown their current space and the <br />architectural plans are outdated. Ms. Ortiz requested the Board consider moving <br />the project up on the CIP list and provide guidance on how to proceed in <br />connection with architectural plans and funds needed. This would assist in fund <br />raising efforts by the Friends of the Library. <br />Kyle Bilafer, Area Manager of Operations provided information regarding <br />structure challenges and potential expansion options. Mr. Bilafer stated the <br />County may want to hire a consultant to provide what would be most viable and <br />the costs associated with it. <br />Ms. Ortiz commented on the current space, how it is used in the facility <br />and the needs for the future. <br />Mike Downs, County Manager commented regarding funding and the possibility <br />of non-profit funding aiding and allowing the project to be moved up on the CIP <br />projects list. <br />In response to a question from the Board, Marcia Morris, Mount Pleasant <br />Friends of the Library spoke regarding current available funds and upcoming <br />projects to build funds to hire a consultant to evaluate options and costs. <br />A discussion ensued. During discussion, Mr. Bilafer, Ms. Ortiz and Mr. <br />Downs responded to questions from the Board. <br />Amber Pope and Martha Dobson with Mount Pleasant Friends of the Library <br />were also present. <br />Discussion Items for Action at January 16, 2018 Meeting <br />City of Kannapolis - Downtown Kannapolis Request Summary and Update <br />
