CHAIRMAN:FRANCESMDRDOCK¥,,tCE.C/~..~iRMAN~RALPH AUSTIN IIl CENTRALINA COUNCIL OF GOVERNMENTS
SECRETARY:DAVID WARD POST OFFICE BOX 35008 ONE CHARLO'I-rETOWN CENTER
TFIEASUAER; RO~,£RT ALLISON CHARLOTTE, N.C, 28235 1300 BAXTER ST. 704/372-2416

January 24, 1989 ~ ' ..,c~ol .

Mr. Michael Ruffin, Manager
Cabarrus County
P.O. Box 707
Concord, NC 28025

Dear Mike:

ThBnk you for the opportunity of presenting this proposal to rewrite the job descriptions
in Cabarrus County's position classification plan. The information provided by your
staff has been. invaluable to the presentation of this proposal.

Centralina Council of Governments follows an interactive style of position elassification.
Whether the task is to implement a new 'position classification plan or to update an
existing plan, we believe that local input and feedback must accompany every step of
the process. Ultimately, this is a product which must serve your needs in personnel
management.

The process began with goal setting at the management level. This gave us the direction
in which to proceed. Our previous meetings and conversations yie]ded three goals:

1. Rewriting all job descriptions in Cabarrus County's position classification plan
and assuring that positions are properly aligned with the pay plan.

2. Designing e pro forma job advertisement usable by any department for any
position.

3. Revising the County's organizational chart.

AceompiishiBg the first goal will require the cooperation and coordination of ali county
employees and our staff. We wil! begin this phase by explaining and distributing position
classification questionnaires to all county employees, 431 according [o recent payroll
records. IndivlduaI employees will use these questionnaires to describe their job duties,
rank ordering them and estimating the amount of time allotted to each specific duty.
The questionnaires also inquire as to any supervisory or reporting relationships which
the employee has and the level of skill and/or education necessary to carry out the
duties and responsibilities of the position. This wi1] give us the employees perspective
of the position.

CABARRUS COUNTY concord her,'isburg kannapolis mount pleasanl GASTON COUNTY belmonl bessemer city cherPjvirle crame~lor~
gaslonia hlghshoals lowell mcadenville mount holly ,'anlo spencer mounlain $1anley IREDELL COUNTY harmony mooresville slatesvilre
trout}nan LINCOLN COUNTY Iincotnton MECKLENBURG COUNTY chadone cornelius davldson huntemvilre matlhews pinevilre
