SECTION A. <br /> 3. <br /> <br /> LOCAL BILLS (Cont.) <br /> <br />Oppose Mecldenburg Commuter Tax <br /> <br /> (Attachments) <br /> <br />RESOLUTION tN OPPOSITION TO <br />MECKLENBURG COUNTY'S <br />PROPOSED PAYROLL TAX <br /> <br />We, the Board of Commissioners of C;barrus County., North Carolina, do hereby adopt the fcllo',~'ing resolutlon <br />in opposition to Me&lenburg County's proposed payroll tax. <br /> <br />Whereas, the Mecklenburg County Bo~.'d of Commissioners have proposed a one percent (1%) pap'oll tax upon <br />~ persons employed wlth[n Mecklenburg County. <br /> <br />And whereas, this one percent (1%) tax is estLmated to generate 94 million dolla.rs for .Mecklenburg County <br />one half of the dollars generated from commuters to be fonva.rded to the home county of the commuting <br />employees being taxed. <br /> <br />And whereas, the tax is aimed at commuters who ',vork in M'ecklenburg County and llve in neighboring counties, <br />thus creating a taxation w~thoot representation for an estimated 16,000 Cabarrus County residents. <br /> <br />And whereas, the Cabarrus County Board of Commissioners believes that our commuting citizens ~'e not <br />responsible for the majority of the costs assoc!a:ed ~ith Mecklenburg CounD-'s budget, includlng the major areas <br />of schools, soc~l so,Sees, and other entitlements. <br /> <br />Amd whereas, the Cabarrus County Bo,~'d of Commissioners reales that a significant piece of any count)' budget <br />is ~lso funded through sales taxes, state re'v~nues and grants. And that the residents of nelghbor~ng counties to <br />M'ectdenburg spend an enormous amocnt of money within Mecklenburg CounLy, boosting its local economy, as <br />'..,..ell as its sales t~ revenues. <br /> <br />And whereas, we neighboring counties to Mecklenburg, currenlly are pa}Sag for ser,'ices such as fire, police, <br />schools, and various other ser~ces requ')ed by our residents that commule to Mecklenburg County while <br />Mecklenburg Count)' collects thc t~-xes generated by those companies which depend on our residents to function. <br /> <br />.~d whereas, the Cabarrus Coonty Board of Commissioners beHe','es that a payroll lax of th~s nalure would be <br />detrimental lo promoting the reglonallsm .tEat all surrounding counties are currenlly pursuing. <br /> <br />Thererore~ be it resoh'ed, that the Cabarrus County Board of Commissioners hereby urges the M'ec 'Idenburg <br />County Board of Commissioners to drop t~e,.'r appeal to the North Carolina General Assembly regarding this <br />pa)roB <br /> <br />And be it further resolved, that we :eq'cest teat al! neighboring ccun:i:s jo!n ~xqth us in urging the Mecldenburg <br />County Board of Commissioners to drop their appeal to the North Carolina General Assembly regm'ding thls <br />pa)~-oll tax. <br /> <br />And be it Further resolved, that the Cabarr~:s County Board of Comm[ssloners will fom'ard this resolution to <br />the Mecklenburg County Board of Corn:n.:'ssloners, the Boards of County Commissioners that neighbor <br />Mecldenburg County and to our ]oc21 dele£at[on 1o thc General Assembly. <br /> <br />Adopted this the Ist day of February., 1993. <br /> <br />Carolyn B.
