Public Health <br /> <br />Support increases in state appropriations to improve public health services with specific emphasis <br />on: <br /> o Health Promotion and Disease Prevention; <br /> o Healthy Mothers and Healthy Babies; <br /> o Communicable Diseases; <br /> o Local Environmental Health Programs; <br /> o Chronic Disease Detection and Control; <br /> o Health Care Delivery Systems; and <br /> o Funding for orientation, continuing education and technical assistance. <br /> <br />The Association will oppose any attempts to remove home health services from the requirements <br />of the Certificate of Need process. <br /> <br />5. Board of Health Membership <br />Support legislation to expand the flexibility of boards of county commissioners to appoint to local <br />health boards either professional engineers or persons with experience and education in <br />environmental sciences. <br /> <br />6. Services to the Elderly <br /> <br />Support increased funding for the Home and Community Care Block Grant program and <br />additional resources to support managed care for high-risk older adults in order to be responsive <br />to the increasing long term needs of the elderly, particularly those over 85.. <br /> <br />7. Services to Children <br /> <br />Support legislation to stren~hen the counlies' ability to provide protection to children from abuse <br />and neglect by: (a) granting immunity from personal liability to individuals acting in good faith <br />while carrying out child protective services functions, and (b) defining in statute the term <br />"caretaker" in order to clarify the circumstances under which the county is authorized to conduct <br />protective services investigations. <br /> <br />Support legislation to provide that adoption assistance payments are equal to the foster care board <br />payments so that foster parents are not penalized economically for permanently adopting a child. <br /> <br />Support increases in the foster care board rate as well as establishment of a higher specialized <br />board rate for children with special needs in order to encourage expansion of foster care <br />availability for children. <br /> <br />a:\92goals\jea nettelhrgoals\l 1-23-92 <br /> <br />C-6 <br /> <br /> <br />
