NORTH CAROLINA ASSOCIATION OF COUNTY COMMiISSIONERS (Cont.) <br /> <br />PROPOSED LEGISLATIVE GOALS <br /> <br /> · Corrections and Criminal Justice <br />(As approved at the Legislative Goals Conference, December 10-11, 1992) <br /> <br />Suppor~ legislation which maintains an equitable relationship between the state and counties <br />regarding responsibilities for the criminal justice system, which promotes an efficient <br />environment for judicial process, and which instills public confidence in the justice system by <br />providing any or all of the following elements: <br /> <br />a sentencing structure which is responsive to the increased demands on facilities by <br />targeting capital resources to those who have committed the most serious crimes or who <br />are career offenders; <br /> <br />a focus on both rehabilitation and punishment through expanded non-incarcerative <br />community-based correction and treatment programs; <br /> <br />requirements that criminals repay a greater portion of their debt to society through <br />increases in jail fees, court facilities fees, and fees for service of criminal process or other <br />documents; <br /> <br />use of pre-trial screening and jail population management programs to minimize the need <br />for pre-trial detention of offenders with low bonds; <br /> <br />allowance for counties to optionally use advanced communications technology where <br />appropriate to conduct certain pre-trial judicial proceedings by remote video; <br /> <br />equitable distribution of costs of medical care for inmates through third-party billing <br />where possible and credits for past payments for safekeeper medical costs where <br />appropriate; and <br /> <br />funding and staffing the judicial system including courts, District Attorneys and indigent <br />defense commensurate with caseload to allow for expeditious disposition of cases. <br /> <br />a:k92goalskri mjus.gls\l 1-23-92 <br /> <br />c-7 <br /> <br /> <br />
