The Chairman read a prepared statement addressed to the Citizens of Cabarrus

County. This statement has been made a part of these minutes and is attached to

Page 80.

Mr. R. Lynn Trout, Chairman Cabarrus County Historical Society, presented

an oral report of Society activities and requested financial assistance for travel
performed in connection with Historical Society activities. After a discussion,
the Board unanimously agreed to defer action on the request for financial assistance
and the Chairman directed the Clerk to communicate with each committee member and
request a report from the full committee. Mr. Trout withdrew and returned later
during the session and submitted a letter of resignation.

Commissioner Hammett introduced a letter from the Mental Health Clinic

Admisistrator requesting additional office space. Thereupon, Commissioner Gallimore
reminded the Board that the Department of Social Services was in the process of
consolidating their offices into the two upper buildings on the Old Charlotte Road
and suggested that the space in the Church Street Building, presently used as the
Food Stamp Office, and any other available space in the Church Street Building, be
assigned to the Mental Health Clinic. After a discussion, the Chairman directed the
County Accountant to work with the Department of Social Services on consolidation
of their offices and offer any available space in the Church Street Building to
the Mental Helath Clinic.

A request by Methodist Men of Bethel United Methodist Chruch to fly the

United Nations flag at the Courthouse was referred to the County Attorney to determine
the proper display arrangement and to get a cost estimate for any additional
equipment required.

Attorney William L. Mills, Jr. appeared before the Board and related his

personal thoughts about inadequate facilities as proposed in the preliminary plans
for the new Courthouse. Mr. Mills suggested that local attorneys be consulted
before plans are finalized for the Courthouse. Attorney Homer B. Friday, President,
Cabarrus County Bar Association, was present and assured the Board that the
Association would, if invited, lend its assistance in developing plans for the new
Courthouse. After a discussion, a motion was made, seconded and carried to solicit
the services of the Cabarrus County Bar Association for advice and assistance in
developing plans for the new Courthouse.

The Accountant informed the Board that based on bids in hand $4,000,

additional funds would be required to complete construction of the Mount Pleasant
