UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unanimously carried, the Board approved by resolution the addition of 1,400 feet of Scalybark Trail to the Secondary Road System for a total distance of 4,732 feet to be maintained by the State. UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the Board voted to authorize Mr. Hugh Price of the local Soil and Water Conservation Office to contact Peirson and Whitman, Inc., to obtain certification of data regarding the impoundment area to be.covered in the proposed Cabarrus County Watershed Project as required by the State Soil Conservation Service. UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and unanimously carried, the Board approved a grant application to the State of North Carolina in the amount of $29,349.00 for a Perinatal Project for Cabarrus County as recommended by the Board of Health with the stipulation that Cabarrus County not provide funds for the continuation of this project if the grant is discontinued at a future date. Dr. Clayton Jones, a member of the Cabarrus Clinic for Women, P. A., presented information pertaining to the services provided by local physicians to indigent patients through the prenatal clinic at the Cabarrus County Health Department. Mr. George Griffin, architect, reported that upon further investigation of the old County building on Church Street he had found that it would not be feasible to renovate the building for classroom space due to the high cost of meeting requirements of the handicapped code in educational facilities. He stated that it would be possible to upgrade the building for use other than classroom space. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board voted to move with dispatch to secure the old records now located in the old County building in a safe place. Chairman Cook instructed Mr. McGinnis, County Manager, to locate a suitable storage site for these records and to work with Mr. Jim Pharr, Fire Marshal, in determining the proper procedure for storing these items in regard to the fire code. Mr. Mike Hunsuck, CETA Administrator, was present to report on the status of the Specialized Opportunity Services Center in Cabarrus County and to request the Board's consideration of moving the S.O.S. Center to a new location as recommended in a letter from Mr. Phillip Robertson of the North Carolina Department of Natural Resources and Community Development. UPON MOTION of Commissioner Lentz, seconded by Commissioner Bonds with Commissioners Lentz and Bonds and Chairman Cook voting for and Commissioners Allen and Milloway voting against, the Board moved that the S.O.S. Center should continue operation at its present location through June 30, 1980, with the news media being used more extensively to publicize the location of the Center in an attempt to attract more clients. Mr. Hunsuck was requested to report on the progress of the Center at the next Board meeting.
