373 <br /> <br /> A substitute motion made by Commissioner Milloway and seconded by <br /> Commissioner Allen that the S.O.S. Center relocate in Kannapolis for a period <br /> of time in an effort to attract more clients and to help the people in that <br /> area of the county was defeated with Commissioners Milloway and Allen voting <br /> for and Commissioners Bonds and Lentz 'and Chairman Cook voting against. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Milloway and <br /> unanimously carried, the Board approved the submission of grant application <br /> for $90,000 to the Department of CommUnity Employment for Youthful Offenders <br /> for a program to be established in Cabarrus County to provide counseling, <br />· employment, and education to youthful offenders who are referred by Judges of <br /> the Court or the Probation Department. <br /> UPON MOTION of Commissioner Bonds, seconded by Commissioner Lentz and <br /> unanimously carried, the Board agreed that Mr. John Boger, County Attorney, <br /> and Mr. Charles McGinnis, County Manager, should talk with City and State <br /> officials to secure more information regarding the alleged unallowable <br /> expenditures made by the Cabarrus County Community Relations Commission <br /> during 1974 and 1975 before the Board acts on the demand from the State that <br /> the County and/or City repay $1,710.00 for these expenditures. <br /> Mr. McGinnis reminded the Board of the Finance Workshop for County <br /> Commissioners to be held at the Institute of Government in Chapel Hill on <br /> January 22 and 23, 1980. Mr. McGinnis was requested to make arrangements with <br /> the Institu~ for those members wishing to attend the workshop. <br /> UPON MOTION of Commissioner Bonds, seconded by Chairman Cook and unanimously <br /> carried, the Board adopted the following resolution: <br /> <br />WHEREAS, the State and Local Government Fiscal Assistance Act of 1972, as <br /> amended (General Revenue Sharing) will expire on September 30, 1980; and <br /> <br />WHEREAS, it appears to this Board that there is much debate in Congress as .to <br /> whether to continue this appropriation beyond its current authorization; <br /> and <br /> <br />WHEREAS, through June 30, 1979 the County of Cabarrus has received a total of <br /> $3,801,384.00 in General Revenue Sharing ~'unds; and <br /> <br />WHEREAS, in the County of Cabarrus these funds have been expended to the benefit <br /> of the citizens as shown on the attached summary; and <br /> <br />WHEREAS, if the County of Cabarrus had to raise this amount of money in support <br /> of these services the ad valorem tax rate would have to be increased <br /> by $.07; and <br /> <br />WHEREAS, the General Revenue Sharing Program has the' lowest administrative <br /> costs of any of the federal assistance programs, is distributed <br /> equitably to local and State governments, and provides counties <br /> much needed flexibility in delivering locally determined services <br /> and programs, and <br /> <br />WHEREAS, this Board feels that the ~General Revenue Sharing Program should be <br /> continued at its present basis, <br /> <br />NOW, THEREFORE, BE IT RESOLVED By the Board of Commissioners for the County <br /> of Cabarrus as follows: <br /> <br />1. That this Board hereby endorses the continuation of the State <br /> and Local Government Fiscal Assistance Act of 1972; <br /> <br />o <br /> <br />That copies of this resolution shall be sent to T~e Honorable <br />Jesse Helms and The Honorable Robert B. Morgan, United States <br />Senators; and The Honorable William G. Hefner, U. S. House of <br />Representatives; <br /> <br />3. That this resolution shall be effective upon its adoption. <br /> <br />Adopted this 14th day of January, 1980. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Bonds and <br />unanimously carried, the Board moved to award the audit contract for the County <br />to Sherrill and Smith, CPAs, for a fee not to exceed $14,000 per year. <br /> <br /> <br />
