33 <br /> <br /> Commissioner Milloway moved the passage of the foregoing resolution <br />entitled "RESOLUTION APPROVING THE ISSUANCE OF NOT EXCEEDING $2,200,000 <br />AGGREGATE PRINCIPAL AMOUNT OF INDUSTRIAL DEVELOPMENT REVENUE BONDS OF THE <br />CABARRUS COUNTY INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING <br />AUTHORITY TO FINANCE AN INDUSTRIAL PROJECT FOR S&D COFFEE, INC.", and <br />Commissioner Nash seconded the motion, and the resolution was passed by <br />the following vote: <br /> <br />Ayes: Commissioners Lentz, Barnhardt, Payne, Nash, and Barnhardt <br />Noes: None <br /> <br />NAMES AND ADDRESSES AND SUMMARY OF TESTIMONY AT PUBLIC HEARING: <br /> <br />Mr. J. Roy Davis, Jr., President of S&D Coffee, Inc., of 300 U.S. <br />Highway 29 South in Concord, reviewed plans for the construction of <br />an addition to the existing production, warehousing, and administrative <br />facility for S&D Coffee, Inc. <br /> <br /> Commissioner Payne nominated Mr. Robert L. Quesenbery, Jr., for <br />appointment to the Cabarrus County Planning Board. Commissioner <br />Milloway nominated Mr. R. M. Faggart, Jr., for appointment to the <br />Cabarrus County Planning Board. Commissioner Nash stated he would <br />submit a nomination for appointment to the Planning Board at a later <br />date. Voting for the nominees was as follows. <br /> <br />Voting for Mr. R. M. Faggart, Jr. - Commissioners Barnhardt and Milloway <br />Voting for Mr. Robert L. Quesenbery, Jr. - Commissioner Payne and <br /> Chairman Lentz <br /> <br /> The Board failed to make an appointment to the Planning Board at this <br />time. <br /> Mrs. Doreen Devore, Chairperson of the Cabarrus County Animal Advisory <br />Committee, reported that the committee had met with Commissioner Milloway <br />and the County Manager as directed by the Board on August 6. She stated <br />that all the recommendations of the Advisory Committee in regards to the <br />Animal Shelter had been resolved in a satisfactory manner with the <br />exception of the recommended employment of a fulltime kennel person. <br /> Mr. Charles D. During discussion of this matter, Mr. Charles D. McGinnis, County <br />Manager, pointed out that the new State law which requires that stray <br />cats be held for three days does not affect Cabarrus County as the County <br />does not pick up stray cats and only accepts owner's cats which are boxed. <br /> <br /> <br />
