35 <br /> <br /> Mr. Carlo Casey, resident of 62 Marshall Drive in the Rocky River <br />Road section of Cabarrus County, complained of dirty water and low water <br />pressure at his home. He explained that his residence is served by a two- <br />inch private water line which is maintained by the City of Concord and is <br />inadequate for the number of houses served. Stating that he is located <br />only one and one-half blocks from the area to be served by County water, <br />he requested that the County run a line off Rocky River Road down Marshall <br />Drive to his home. <br /> Mr. Thomas Robinson, Planning Director, reported that Mr. Casey's <br />home was located 850 feet from the proposed street line down Rocky River <br />Road. He stated it would not be cost effective for the County to run a <br />line down Marshall Drive as the two homes on the street did not fulfill <br />the necessary density requirements. In conclusion, Mr. Robinson stated <br />he had presented the following possibilities to Mr. Casey as a means to <br />obtain County water. <br /> <br />l) <br /> <br />2) <br /> <br />3) <br /> <br />To determine if any property owners of the vacant land on <br />Marshall Drive are willing to sign up for a water tap. <br />Obtain an easement from his neighbor to run a water line through <br />the rear of his property. <br />Pay part of the cost for putting in the water line to his home. <br /> <br /> The Board received Mr. Casey's request for a water line on Marshall <br />Drive as information only and advised him they were unable to answer his <br />request at this time. <br /> Mr. Paul Co Watson, Jr., P.E., Project Manager of the Environmental <br />Engineering Division of Henningson, Durham & Richardson, Inc., presented <br />a status report on the water/sewer projects in Cabarrus County. Contracts <br />have been awarded for the Rocky River Interceptor/Town of Harrisburg project <br />and a project completion date set for May 16, 1985. Construction is nearing <br />completion on the water transmission facilities on U.S. 29 and Pitts School <br />Road. Delay had occurred in this project as the contractor was required to <br />rework the backfill and compaction for a large portion of the project because <br />the initial work did not meet the specifications. The Water and Sewer <br />District of Cabarrus County Project is in its final stage of design with <br />bids for the project anticipated in November and completion of project in <br />October, 1985. <br /> Mr. Charles D. McGinnis, County Manager, reported that the County Planning <br />Department was soliciting bids from plumbers, local contractors, and the <br />Board of Light and Water for maintenance work on the County water lines. <br /> The Board reviewed the request from Mr. Thomas B. Robinson, Planning <br />Director, for clarification of the following questions concerning County <br />water policies. <br /> <br />l) <br /> <br />If an investor owns several rental homes and a person moves out <br />leaving a delinquent bill, is the owner responsible for the <br />delinquent bill? <br /> <br />If a renter or owner moves from their house and requests the <br />water service to be discontinued while the property is vacant, <br />will there continue to be a minimum monthly water bill? If so, <br />in the case of a renter, is the owner responsible for the monthly <br />bill? <br /> <br /> The Board indicated it was the intent of the Board at the time of <br />the adoption of the Cabarrus County Water Policies and Regulations that <br />the owner would not be responsible for a renter's water bill. The Board <br />further stated the need for a provision in the policy that would require <br />a renter to pay a deposit for water service. In regards to the second <br />question, the Board indicated they were in agreement to an amendment to <br />the policy which would allow the discontinuance of the minimum monthly <br />water charge for vacancies for those situations in which a change in <br />occupancy occurs. Mr. Paul C. Watson, engineer, pointed out that the <br />regulations under the Farmers Home Administration requires a minimum <br />monthly charge for those customers who tap on to the system and do not <br />want the water at that time.
