454 The Board reviewed the following bid received for ~bulance Equipment for Cabarrus County. LEGAL ADVERTISEMENT DATE: May 12, 1986 VENDOR CERT. CHECK TOTAL BID Ashley Emergency Vehicles & Equipment Post Office Box 705 Jefferson, North Carolina 28640-0705 X $15,300.00 Mr. Charles D. McGinnis, County Manager, reported that requests were sent to eight vendors although only one bid proposal was received. He further reported that the bid received was for a General Motors vehicle and that the County had experienced some equipment failure recently with the several of the existing General Motors ambulances. However, Mr. McGinnis stated General Motors had been contacted regarding the problem. He also noted that a replacement ambulance unit was needed at this time. UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with Commissioners Payne, Hamby, and Barnhardt and Chairman Lentz voting for and Commissioner Upright voting against, the Board awarded the bid for ambulance equipment to Ashley Emergency Vehicles & Equipment in the amount of $15,300.00. UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt and unanimously carried, the Board by resolution approved the addition of Allen Drive to the State road system. Mr. Charles Miller of the Gold Hill Volunteer Fire Department requested the Board's assistance in assessing a fire tax in that district to provide funding for the operation of the fire department. He pointed out that the district is located in both Rowan County and Cabarrus County. Mr. Miller reported that in the past the residents of the district had been able to support the fire department through fund raising events but were now unable to do because of the growth of the community and lack of support as well as the increased cost of equipment and maintenance. He reported that the Rowan County Board of Commissioners was holding a public hearing on June 19 to consider the levying of a fire tax for the Rowan County portion of the district. Stating that the Cabarrus County residents of the district should also be involved in paying a fire tax, Mr. Miller asked that Cabarrus County work with the district in establishing a fire tax. Mr. John Hammill, land and business owner in the Gold Hill Fire District, opposed a fire tax. He stated that residents have supported the fire department in the past and would continue to do so. Mr. Jeff Allman, Cabarrus County Fire Marshal, stated that a petition containing 35 percent of the registered voters was required for an election to be held to establish a fire tax district. He further stated that the Board of Commissioners could call for a public hearing of the people in the district and establish a service district for fire protection if it~is determined this is the desire of a majority of the people. After discussion of the request, Chairman Lentz asked that the Gold Hill Volunteer Fire Department call a hearing of the Cabarrus County residents of the district to obtain input on the proposed fire tax and if there is a genuine desire to have a tax that a petition be brought back to the Board for an election to be held. He further asked that Mr. Jeff Allman keep the Board informed of events in the district. UPON MOTION of Commissioner Upright, seconded by Commissioner Hamby and unanimously carried, the Board designated Chairman Lentz as the voting delegate for Cabarrus County at the National Association of County Commis- sioners Conference in Clark County, Nevada, on July 12-16, 1986. UPON MOTION of Chairman Lentz, seconded by Commissioner Barnhardt and unanimously carried, the Board adopted the following Resolution requesting the State of North Carolina to transfer the 1986/87 Sewer Funds for Cabarrus County to water funds and to allocate these funds to the current water project.
