455 <br /> <br />miles of water distribution mains ranging in size from 2" to 12" designed <br />to furnish fire protection as well as potable water for domestic use; and <br /> <br /> WHEREAS, the project is anticipated to serve between 2,800 and 3,000 <br />customers by July 1, 1986, with an ultimate use by 5,600 customers at a <br />total cost of $11,200,000; and <br /> <br />WHEREAS, funding for the project is as follows: <br /> <br />$7.3 million FmHA Loan <br /> 1.4 million FmHA Grant <br /> .9 million State Clean Water Bonds <br /> 1.6 million Local Funds <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BYTHE BOARD OF COMMISSIONERS OF <br />CABARRUS COUNTY, NORTH CAROLINA, that the 1986/87 Sewer funds be trans- <br />ferred to water funds and applied to the 6201 Water Distribution Project. <br /> <br />Adopted this the 10 day of June , 1986. <br /> <br /> /s/ James W. Pharr, former Cabarrus County Fire Marshal, presented <br />the proposed rated rural fire district boundaries. He stated that these <br />boundaries have been approved by the fire departments and the Fire Chiefs <br />Association and must be sent to the North Carolina Insurance Services <br />Office after approval by the Board of Commissioners. Mr. Pharr explained <br />that the proposed boundaries increased the rated rural fire districts from <br />four miles to five miles and would give the residents of the area a <br />reduced rate on insurance costs. He noted that there was one area off <br />Earnhardt Road that was in question by Royal Oaks Sanitary District and <br />Winecoff Fire District. In conclusion, Mr. Pharr presented information <br />relating to a fire response district, a rated fire district, and a fire <br />tax district. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board endorsed the proposed boundaries of the <br />rated rural fire districts as received with a letter dated May 29, 1986, <br />from Mr. B. H. Mabrey, Sr., Emergency Services Director. The approved <br />boundaries are as follows. <br /> <br />WINECOFF RATED FIRE DISTRICT <br /> Proposed 10-85 <br /> <br />Beginning at a point (1) at the intersection of Springway Dr. (1849) and <br />South Main Street (US 29A); thence northerly to a point (2) on South Main <br />St (US 29A) 200 feet north of Greenview Dr.; thence easterly to a point <br />(3) on South Ridge Ave. 200 feet south of Little St.; thence northerly <br />along the Kannapolis City boundary to a point (4) 300 feet south on Dakota <br />Street ; thence easterly along the Kannapolis City Boundary to a point (5) <br />on Dakota Street at Three Mile Branch; thence southerly along Three Mile <br />Branch to a point (6) where Three Mile Branch crosses under US Highway 29; <br />thence southerly along US Highway 29 to a point (7) where the Kannapolis <br />and Concord City boundaries meet on US Highway 29; thence southwesterly <br />along the Concord City Boundary to a point (8) on Kannapolis Highway (US <br />29A) at the bridge over Interstate 85; thence following the Concord City <br />boundary to a point (9) on US Highway 29, 200 feet north of Parkway Dr. <br />(1401); thence westerly to a point (10) at Buffalo Creek; thence <br />northwesterly along Buffalo Creek to a point (11) at NC Highway 73; thence <br />westerly along and 500 feet south of NC Highway 73 to a point (12) at the <br />intersection of NC Highway 73 and Trinity Church Rd. (1622), including <br />property on all dead end roads off NC Highway 73 between this and the <br />proceeding point; thence northwesterly to a point (13) at the intersection <br />of Trinity Church Rd. (1622) and Barr Rd. (1621); thence in a <br />northwesterly direction to a point (14) on Trinity Church Dr. (1803) 0.2 <br />mile west of its intersection with Trinity Church Rd. (1622) thence <br />northeasterly to a point (15) on Trinity Church Rd. (1622) 0.2 mile north <br /> <br /> <br />
