Gene McCombs <br /> City Manager <br /> <br />RGM/bf <br /> <br /> The motion by Commissioner Payne that effective July 1, 1987, the County <br />will no longer put up signs in the City of Kannapolis without billing for <br />actual cost and that this service be offered to any other municipality in <br />Cabarrus County failed for lack of second. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne, Hamby, and Upright, and Chairman Lentz voting for and <br />Commissioner Barnhardt voting against, the Board moved that effective <br />November 1, 198§, the County will no longer put up signs in the City of <br />Kannapolis without billing for actual cost and that this service be offered <br />to any other municipality in Cabarrus County. <br /> Mr. Lawrence Mann, attorney representing Fieldcrest Cannon, Inc., <br />requested the Board to ask the State of North Carolina to waive the average <br />weekly manufacturing wage requirement in regards to the $1,000,000 industrial <br />revenue bond project for the modernization of Plant Number 4 of the Company. <br />According to Mr. Mann, the average pay of the company is $290.00 per week as <br />compared to the average pay in Cabarrus County of $375.00 per week. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Upright and <br />unanimously carried, the Board authorized the following letter to the North <br />Carolina Department of Commerce asking that the average weekly manufacturing <br />wage provision be waived. <br /> <br />North Carolina Department of Commerce <br />430 North Salisbury Street <br />Raleigh, North Carolina 27611 <br /> <br />Attention: Mr. Harold Wall <br /> <br />The Cabarrus County Industrial Facilities and <br />Pollution Control Financing Authority Industrial <br />Revenue Bonds (Fieldcrest Mills~ Inc. Pro~ect) <br /> <br />Gentlemen: <br /> <br /> On July 7, 1986, the Board of County Commissioners for Cabarrus County <br />(the "Board") approved in principle the proposed industrial revenue bond <br />project referenced above (the "Project") and the issuance of industrial <br />revenue bonds in a principal amount not to exceed $1,000,000 to finance the <br />Project. <br /> <br /> The Board has subsequently been advised that Fieldcrest Cannon, Inc. <br />(formerly Fieldcrest Mills, Inc.), a North Carolina corporation (the <br />"Company"), does not currently pay an average weekly manufacturing wage which <br />is either (i) above the average weekly manufacturing wage paid in Cabarrus <br />County, or (ii) not less than 10% above the average weekly manufacturing wage <br />paid in North Carolina. The Board has also been advised that Cabarrus County <br />does not currently qualify for a "wage waiver" under Section .0303(d)(2) of <br />Subchapter 1E of the North Carolina Administrative Code. <br /> <br /> Due to the importance of the Project to the continued operation of Plant <br />Number 4 of the Company and the significant economic effect that Plant <br />Number 4 has on the City of Kannapolis and Cabarrus County, the Board hereby <br />requests the North Carolina Department of Commerce to waive the average <br />weekly manufacturing wage requirement with respect to the Project. <br /> <br />Sincerely, <br /> <br />ffs <br /> <br />BOARD OF COUNTY COMMISSIONERS FOR <br />CABARRUS COUNTY <br />By: /s/ James W.
