Long <br />Wallace Halsey <br /> <br />RIMER <br />Alvin Moser <br />Earl Barbee <br />Randal Buckwell <br /> <br />WINECOFF <br />David Miller <br />Steve McClellan <br />Mike White <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- <br />mously carried, the Board awarded the audit contract in the total amount of <br />$31,000.00 for the period beginning July 1, 1986, and ending June 30, 1987, to <br />Arthur Young & Company as follows <br /> <br /> Services <br />Financial audit and reports <br />in accordance with generally <br />accepted auditing standards <br /> <br />Fees <br /> <br />$20,300.00 <br /> <br />Single Audit under the <br />Single Audit Act of 1984 <br />and OMB Circular A-128 and <br />reports for the period <br />July 1, 1986 through <br />June 30, 1987 <br /> <br />$10~700.00 <br /> <br />$31~000.00 <br /> <br /> During review of the audit contract, members of the Board indicated that <br />the County should solicit proposals from other audit firms next year. <br /> The Board reviewed the recommendation from Mr. Gary Logston, Senior <br />Aviation Specialist with Wilbur Smith and Associates, that the Board of <br />Commissioners request the North Carolina General Assembly to create an Airport <br />Authority to be in charge of the proposed airport in Cabarrus County. Mr. <br />Charles D. McGinnis, County Manager, recommended that management of the <br />airport be set up as a department of County Government with the Airport <br />Commission to act only as an advisory board to the Board of Commissioners. <br />The Board took no action in this matter. <br /> Mr. James F. Cook, Jr., Social Services Director, reviewed the proposed <br />Long Term Care Screening Program which would serve as an alternative, where <br />possible, to nursing home placement in Cabarrus County. He explained that the <br />program would be funded through a State grant of $25,000.00 for each of the <br />next two years plus Medicaid reimbursement revenues for services. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board authorized the Department of Social Services to <br />apply for a Long Term Care Screening grant from the State of North Carolina <br />and designated the Department as the lead agency for this program in Cabarrus <br />County. <br /> Mr. Charles D. McGinnis, County Manager, reported that the Social Services <br />Department was experiencing a space needs problem and that there would be a <br />recommendation in the 1987-88 budget for the construction of additional office <br />space to satisfy those space needs. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that Mr. John <br />Barnhardt had asked to purchase a small triangle of land located on McCachern <br />Boulevard in order to "straighten out" the property line for land purchased <br />from Cabarrus County in 1985. He further reported that the triangle contained <br />approximately 695 square feet and that Mr. Barnhardt had offered to pay <br />$2,085.00 for the property. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Moss and Chairman Lentz voting for and Commis- <br />sioner Melvin voting against, the Board authorized the sale of the following <br />described real property by negotiated offer, subject to upset bid, with an <br />offer of $2,085.00 plus expenses of the sale. <br /> <br /> <br />
