<br /> Mr. Charles D. McGinnis, County Manager, reported that two companies had
<br />indicated an interest in entering into negotiations for the plumbing
<br />contract. He further reported that the total cost of the jail is now esti-
<br />mated at $2,950,000.00 and that the Board would need to appropriate
<br />$1,000,000.00 to the jail construction project if the bids are awarded.
<br /> Sheriff Robert Canaday reviewed the recommendation as submitted in a
<br />letter from Mr. Douglas M. Zawiskie, AIA, architect with Kimball Associates,
<br />P.A., that the Board accept the low bids as submitted and negotiate for a
<br />price with a plumbing contractor. Sheriff Canaday reported that the need for
<br />the construction of the jail addition had increased and that overcrowding
<br />still presented a major problem in the existing facility.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and
<br />unanimously carried, the Board deferred action on the jail construction bids
<br />until a recessed session to be held at 4:00 P.M. on Thursday, November 5,
<br />1987.
<br /> The Board requested that the architect for the Jail construction project
<br />be present at the meeting on Thursday.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani-
<br />mously carried, the Board adopted the following resolution approving
<br />revisions to the Kanlacon Thoroughfare Plan.
<br />
<br /> THAT WHEREAS, the Concord-Kannapolis-Landis-China Grove Thoroughfare Map
<br />dated September 17, 1980, was mutually adopted by Cabarrus County on
<br />November 10, 1980, and by the North Carolina Department of Transportation on
<br />March 31, 1981; and
<br />
<br /> WHEREAS, the Thoroughfare Planning Unit of NCDOT did prepare a Thorough-
<br />fare Plan for the urbanized area of Cabarrus County; and
<br />
<br /> WHEREAS, to better serve the existing and anticipated transportation and
<br />land use development needs of the community, it has become desirable to
<br />revise the Thoroughfare Plan in the Cabarrus County and Concord area.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF CABARRUS
<br />COUNTY, NORTH CAROLINA:
<br />
<br /> That the Cabarrus County Board of Commissioners adopt the following
<br />revisions to the Cabarrus County/Concord portion of the Concord-
<br />Kannapolis-Landis-China Grove Urban Area Thoroughfare Plan, subject to the
<br />mutual adoption by the North Carolina Department of Transportation:
