236 <br /> <br />line of Cabarrus County, S. 67-57-03 E., 1,574.11 feet to the <br />BEGINNING, containing 5.248 acres, more or less, as surveyed and <br />platted by Concord Engineering and Surveying, Inc., on September 21, <br />1987. <br /> <br /> 2. Lentz <br /> <br />Chairman <br /> <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unani- <br />mously carried, the Board moved that the preceding motion regarding the <br />appropriation of $4,000.00 for Sanitary Landfill condemnation purposes be <br />amended to take the money from the Land Acquisition funds in the Sanitary <br />Landfill budget rather than the Contingency fund. <br /> Mr. Walter C. Odell, III, County Engineer, reviewed the petition from 31 <br />residents along a section of Miami Church Road requesting extension of service <br />from the County water system. He reported that the estimated cost for an <br />8 inch water main to be installed along Miami Church Road from U. S. Highway <br />601 to Cold Springs Road is $135,100.00 with the residents requesting the <br />service required under current policy to pay a portion of the cost equal to <br />the cost of a 6 inch water main or approximately $110,900.00. <br /> A number of residents from the area were present for the meeting in <br />support of the petition. Ms. Shirley Troutman, owner of The Country Home Rest <br />Home, reported that that facility is currently being expanded and that water <br />service is needed to meet all State regulations. Mr. Howard Trivette reported <br />that there were two cases of Hodgkin's disease in the community. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board authorized Mr. Walter C. Odell, III, County <br />Engineer, to negotiate with all residents who signed the petition and inform <br />them of the exact amount of cost and if they feel the same way about the <br />extension after seeing the actual cost figures to' bring this information back <br />to the Board as soon as possible. <br /> A formal proposal regarding the requested water line extension is to be <br />presented to the Board by its first meeting in January, 1988. <br /> Chairman Lentz reported that he had received a letter stating that the <br />office space, equipment, and facilities of the Cabarrus County Department of <br />Social Services is not in compliance with minimum state standards established <br />by County Letter, ASD-1-78. Mr. Charles D. McGinnis, County Manager, reported <br />that a number of employees had been moved from the building to another <br />facility to alleviate overcrowding and that construction of an addition to the <br />facility is scheduled for this fiscal year. <br /> Commissioner Hamby agreed to represent the Board at the annual Senior <br />Citizens Christmas Social on Thursday, December 10, 1987. <br /> Chairman Lentz reported that he had named Mr. Lee Crane of the Cabarrus <br />County Schools as the contact person for the Challenge '87 program against <br />drug and alcohol abuse in Cabarrus County. <br /> The Board briefly reviewed the procedure of allocating local funds to the <br />Cabarrus County Schools and Kannapolis City Schools. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, asked for permission to <br />employ an appraiser to appraise the house belonging to Jeff Plott in the <br />vicinity of the Coddle Creek impoundment area. He explained that the County <br />had not originally planned to acquire Mr. Plott's house for the Coddle Creek <br />Project; however, there was no place on an adjacent tract of land where Mr. <br />Plott's septic tank system could be relocated. The Board by consensus agreed <br />for Mr. Hartsell to proceed with the appraisal of Mr. Plott's house. <br /> Mr. Charles D. McGinnis, County Manager, reported that no bids had been <br />received for the paving of the parking area at the County Service Garage after <br />two legal notices. However, he stated that Wingate Paving Company had agreed <br />to do the work for $27,189.00 under the following conditions: (1) Waiver of <br />the performance and payment bond; (2) Employment of Law Engineering for <br /> <br /> <br />
