Outlay <br /> <br />202,082.00 3,000.00 <br /> <br />205,082.00 <br /> <br />PURPOSE OF BUDGET REVISION REQUEST: <br /> To budget donation from Philip Morris USA for $3,000.00 to provide <br /> additional group and single picnic sites at Frank Liske Park <br /> <br /> Mr. Steve Little, Recreation Director, was present at the request of <br />Commissioners Melvin and Hamby to discuss the present Frank Liske Park Fees <br />and Charge Schedule. He reported that a problem had arisen recently regarding <br />the request by the Farm Bureau to reserve Park facilities for the entire day <br />on August 17 for an annual picnic with an expected attendance of approximately <br />1,000 to 1,200 persons. According to Mr. Little, the cost for the use of the <br />facility along with the cost for additional Park personnel would total <br />$1,095.00 for this event. Mr. Little stated that the following problems have <br />occurred in the past when the facility was rented to large groups with more <br />then 500 persons: Overflow into other areas of the park if the group exceeds <br />the seating capacity for a particular area; shortage of paved parking areas; <br />and a shortage of working part-time staff to handle routine park duties of <br />parking, trash pickup, cleaning and supplying restrooms. <br /> Messrs. Troy Cook and George Stacy appeared on behalf of the Farm Bureau <br />regarding the use of the Park facility. Mr. Cook explained that the organi- <br />zation had used the park for the past two years for their annual picnic but <br />could not afford the cost this year. He further stated that persons would <br />begin arriving for the picnic at 4:00 P.M. and would be staying for varying <br />lengths of time. Mr. George Stacy emphasized that the Farm Bureau did not <br />wish to rent the upper level of the barn and that the Farm Bureau members in <br />the past had cleaned the area after the picnic. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unani- <br />mously carried, the Board adopted the following as a recommendation to the <br />Parks and Recreation Advisory Committee: To rent to the Farm Bureau the <br />entire Frank Liske Park facility with the exception of the upper level of the <br />barn and that this be for one rental period from 4:00 P.M. until dusk on <br />August 17, 1988, for a fee of $362.50. <br /> During discussion of the use of the Frank Liske Park facility, Board <br />members expressed concern regarding the use of the Park by persons living <br />outside Cabarrus County and indicated that this use should not interfere with <br />the use of the park by County residents. <br /> The Board received the following requests as outlined in a letter from <br />Mr. Kenneth K. Kiser, Chairman of the Cabarrus County Board of Elections. <br /> <br />That the Board be provided with extra Computer Terminals during peak <br />periods. <br />That the County provide voter registration list at a price of <br />l~¢/name. <br />That the voter list be provided to the Board within three days of <br />request, especially for list which have been ordered on a priority <br />basis by the Supervisor. <br /> <br /> Items 1 and 3 were not discussed by the Board as Mr. Charles D. McGinnis, <br />County Manager, reported that as a matter of procedure the County provides <br />extra computer terminals as needed and that lists have in the past been <br />provided within three days of request. Mr. McGinnis further reported that the <br />County is fulfilling the requirements of the General Statutes as they relate <br />to the Board of Elections. He explained that the computer is used to provide <br />a service to County agencies and department and that the County is following a <br />policy adopted a number of years ago by the Board of Commissioners directing <br /> <br /> <br />
