Mr. McGinnis stated that the problem had arisen when the Board of Elections began to ask for lists to be run for people outside of government and not connected with the elections process. He pointed out the Data Processing Department provides a printed list to the Elections office and the Board of Elections has the authority to direct the Supervisor of Elections to copy that list and make it available to anyone requesting a voter registration list. He noted that the capacity of County's computer to do County jobs would be reduced if the Data Processing Department were required to run a list whenever a request was received from an outside agency. In conclusion, he stated he had no problem with the cost of 1½ cents per name for lists run off the computer if this were restricted to only those persons running for election. Mr. C. Richard Russell, Data Processing Manager, recommended that the County continue to print the voter registration list off the main computer as he stated it would not be feasible to transmit the data via telephone to the Board of Elections office to be printed on a small printer. He further stated that 1½ cents per name would recover the marginal cost for printing the voter registration lists. UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani- mously carried, the Board moved to make available to all candidates running for political office in this county that they be allowed to purchase the names from our computer section through the Board of Elections for 1½ cents per name and that the minimum charge for any request would be $200.00. The Board indicated that all other requests for the voter registration lists would be covered by the existing policy charging 5 cents per name for the lists. Mr. Tommy Hedrick of Davidson Commercial Disposal, Inc., a subsidiary of Waste Management of the Carolinas, requested permission to continue to service 21 commercial and industrial accounts in Cabarrus County as permitted by Section X of the Cabarrus County Solid Waste Ordinance effective January 1, 1988. It was noted that the company had been grandfathered in under the previous Solid Waste Ordinance. The Board received the written recommendation from Mr. William F. Pilkington, Health Director, that the Board of Commissioners allow Mr. Hedrick's company to complete its'existing service agreements in Cabarrus County. The Board indicated that Waste Management of the Carolinas would be invited to bid on the franchise garbage collection service in Cabarrus County at the next renewal period.
