Pilkington, Health Director, reported that although he <br />had received unfavorable reports from other counties regarding the Fiatallis <br />equipment none of the unsatisfactory references would document their problems <br />with the equipment in writing nor permit their County's name to be used. <br />Therefore, he stated he was recommending that the Board award the contract to <br />the low bidder, E. F. Craven Company, in the amount of $158,428.55 for the <br />Fiatallis FD 20. <br /> Mr. Keith Brooks, representative of E. F. Craven Company, spoke in <br />support of the Fiatallis FD 20. <br /> Mr. Wayne Nall, representative of N. C. Equipment Company, spoke in <br />support of the International-Dresser TD~20G. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board tabled consideration of the bid award for the <br />crawler tractor for the Landfill until June 6, 1988. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board granted permission to the Charlotte Motor <br />Speedway for a fireworks display on May 29, 1988, at approximately 12:26 P.M. <br />The fireworks display is in conjunction with the Coca-Cola 600 and will be <br />supervised by Mr. Gary Partlow of Southern International Fireworks. <br /> Mr. John Carpenter, speaking on behalf of Mr. David Austin, requested <br />permission to locate a master water meter off Stough Road to serve Wolf <br />Meadow Acres Section 2, a mobile home subdivision, with County water. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the request by Mr. John Carpenter to <br />locate a master water meter off Stough Road to serve Wolf Meadow Acres, <br />Section 2. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following revised Cabarrus County <br />Jail Health Program Plan. <br /> <br />CABARRUS COUNTY JAIL HEALTH PROGRAM PLAN <br /> REVISED April 28, 1988 <br /> <br />GOAL: <br /> <br />To maintain the health and well-being of prisoners <br />incarcerated in the Cabarrus County Jail. <br /> <br />OBJECTIVE: <br /> <br />Protect the health and welfare of the prisoners <br />and to avoid the spread of contagious disease; <br />Provide for medical supervision of prisoners and <br />emergency medical care for prisoners to the extent <br />necessary for their health and welfare. <br /> <br />This plan has been developed in consultation with the Sheriff, Health <br />Director, County Manager, and representatives of the County Medical Society. <br />By cox~on agreement, the following health care services will be afforded <br />prisoners incarcerated in the Cabarrus County 3ail: <br /> <br />o <br /> <br />Prisoners with health complaints or health problems will be seen by <br />a health department nurse, physician, or at the Cabarrus Memorial <br />Hospital Emergency Room. <br />On jail admission, all prisoners will be screened for health <br />problems utilizing the Receiving/Screening Form recommended by the <br />~anerican Medical Association and the North Carolina Medical <br />Society. Where possible, this form will be administered by jailers <br />who have completed training in First Aid and CPR. Where appropriate, <br />referrals will be made on the basis of this screening. <br />Screening clinics/Sick Call, by a health department nurse, will be <br />made daily, for prisoners with health problems. This nurse will be <br />a part-time employee of the health department, whose sole respon- <br />sibility will be jail health screenings. This nurse will refer, to <br /> <br /> <br />
