362 <br /> <br />Dr. Eric E. Zellner, or hospital emergency room or any qualified <br />physician, any problem requiring physician examination or treat- <br />ment. <br />Dr. Eric E. Zellner will provide twenty-four (24) hour physician <br />backup to the jail for referral, consultation, and treatment <br />purposes. <br />The jail, on a continuing basis, will have jailers on duty on a <br />twenty-four (24) hour basis trained in First Aid and CPR to conduct <br />routine health screenings of prisoners. <br />The Cabarrus County Health Department will endeavor to ensure that <br />those prisoners who must be brought to the health department will <br />be processed as soon as possible and returned to the jail. <br /> <br />This plan will become effective upon approval by the Cabarrus County Board of <br />Commissioners and the Board of Health. <br /> <br />/s/ James W. Mr. Duncan explained that the requested state funding in the <br />amount of $28,253.00 would cover the cost of a full-time social worker for <br />the program as well as the provision of the Wilderness Challenge Program <br />which in the past has been operated by the Cabarrus County School system. <br />In conclusion, he stated that indirect funds would be used as the local match <br />and no County funding was required. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz with <br />Commissioners Melvin and Moss and Chairman Lentz voting for and Commissioners <br />Hamby and Payne voting against, the Board authorized the Department of Social <br />Services to apply for State funding for the Home Based Services Program for <br />Youth as presented by Mr. Rodney Duncan. <br /> Ms. Sylvia Smith, Chairperson of the Community Based Alternatives (CBA) <br />Task Force, requested approval for submission of the following CBA grant <br />applications. <br /> <br />Temporary Shelter Care <br />Request by the Department of Social Services for $92,900.00 in CBA <br />funds for continuation of the Temporary Shelter Care Project. <br />The department contracts with Lutheran Family Services to provide <br />temporary shelter care for five children at any one time for a maximum <br />stay of 90 days each. The Temporary Shelter Care has a total operating <br />budget of $141,720.00 for 1988-89 of which $92,900.00 is from CBA funds; <br />$23,820.00 is from local funds, and $25,000.00 is from Lutheran Family <br />Services. <br /> <br />Home-Based Services <br />Request by the Department of Social Services to implement a new <br />program focusing on family systems within households of delinquent and <br />undisciplined teenagers. Supportive services will include short-term <br />foster care placement, Wilderness Camping Experience, and substance <br />abuse treatment programs. The total proposed budget is $37,340.21, of <br />which $28,253.00 is from CBA funds and the remaining $9,087.21 is from <br />local in-kind match. <br /> <br />Uwharrie Group Home <br />Uwharrie Group Home provides a residential treatment program for the <br />counties of Cabarrus, Stanly, and Union. The total budget request is <br />$3,600.00, of which $3,000.00 has been requested of CBA funding with the <br />remaining $600.00 requested from local funds. <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized Ms. Sylvia Smith to file the <br /> <br /> <br />
