363 requests for approval of the Community Based Alternatives (CBA) grant appli- cations as presented for the following programs: Temporary Shelter Care, Home-Based Services, and Uwharrie Group Home. The Board reviewed the Consulting Engineering Services Proposal as submitted by Mr. W. E. Cochran, Jr., P.E. The Board amended the travel reimbursement rate from twenty-five cents (25¢) per mile to twenty and one-half cents (20½¢) per mile and changed the period of payment for invoices from ten (10) to thirty (30) days. UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and unanimously carried, the Board approved the following Proposal for Engineer- ing Services as amended. PROPOSAL FOR ENGINEERING SERVICES May 10, 1988 Part I Investigation and Report (if necessary) The Engineer will investigate, review, consult, develop reports, file forms or attend conferences for the Owner for his proposed needs which may include, but not necessarily be limited to, the following principal items: 1. Consult with the Owner to determine Owner's requirements and to advise the Owner as to the necessity of providing or obtaining services from others of types mentioned in Part IV. 2. A study of the needs of the population trends, proposed improvements, existing records and plans, and its effect on the present and future facilities. 3. A preliminary layout of the proposed improvements, including sizes and locations of the proposed facilities. 4. Recommendations relative to the development of the preliminary layout, use of material or alternate solutions will be made of the proposed facilities. 5. A preliminary cost estimate of the proposed program. 6. The coordination of the proposed system with applicable local, state, and/or federal regulatory agencies. It is mutually understood that assistance will be given by the Owner in the preliminary investigations, and that the Engineer will have access to records and necessary financial data available in the municipal offices concerning the proposed facilities. For these services the Engineer will be paid by the Owner on an hourly rate as indicated in Part IV. Part II Detailed Plans and Specifications When the Owner decides to proceed with the final design phase of the project and notifies the Engineer to proceed, the Engineer will perform the following services, if desired by the Owner: Prepare complete construction plans and specifications, in conjunction with Cabarrus County staff with use of Cabarrus County facilities and materials. Advise the Owner of any adjustment of the cost estimate of the project caused by changes in scope, design, requirements or increased construc- tion costs. Furnish required sets of plans and specifications for use by Owner, regulatory agencies and Contractors. (Cabarrus County printing machine and paper will be used to keep costs down.) Provide assistance in advertising for bids, securing a list of qualified bidders for the project, taking bids and advising the Owner as to the best bids to accept. Prepare formal contract documents for award of contract. The plans and specifications phase will terminate with the evaluation of bids, negotiating of proposals and preparing construction contracts. For these services, the Engineer is to be paid by the Owner on an hourly rate as indicated in part IV. Part III - Engineerin~ Services durin~ Construction (if desired)
