Mr. Gary Garlow, President of Talbert, Cox & Associates, Inc., presented
a comparison of construction costs as listed below for the proposed Cabarrus
County Airport. He reviewed the layout for the Poplar Tent site and recommended
the rotation of the runway to decrease the cost of earthwork and to reduce the
number of homes involved in the project. During discussion of the Coddle Creek
site, Mr. Garlow noted that there would be a conflict between the airport and
the reservoir at that location. In conclusion, Mr. Garlow informed the Board
that the State of North Carolina had been selected as a demonstration site to
administer the federal funding for general aviation airports in the state. This
new program is to be effective October 1, 1989.
UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with
Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for and
Commissioner Simmons voting against, the Board agreed to stay with the Poplar
Tent site and authorized the rotation of the runway on the site (north end of
the runway to the west by approximately seven degrees). The Board further
requested the Federal Aviation Administration to proceed with processing the
Environmental Assessment for the proposed airport with Talbert, Cox &
Associates, Inc. to provide any updates to the Environmental Assessment that
may be required due to the rotation of the runway.
Commissioner Simmons requested information relative to the tax values of
land for the two Poplar Tent sites.
Ms. Karen Iorio of 8091 Altacrest Drive informed the Board that an
appraisal by Mr. Pleas Carter had shown that the proposed airport at the Poplar
Tent site had devalued her home by $7,100.00. She asked that the County pay her
the $7,100.00 for the devaluation of her home.
Mr. Fletcher L. Hartsell, Jr., County Attorney, advised the Board that in
his opinion it was not possible at this time to ascertain if any devaluation of
the Iorio property had taken place due to the many variables involved in the
airport project. The Board took no action on Ms. Iorio's request.
