<br /> Mr. F. A. Rankin of 4435 Rankin Road commended the Board on the steps
<br />taken to protect the Coddle Creek Reservoir and questioned the consideration of
<br />that site for an airport.
<br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and
<br />unanimously carried, the Board authorized the Centralina Council of Government
<br />to prepare a salary plan survey and update for Cabarrus County at an estimated
<br />cost of $2,500.00 and including the use of one block of 40-free hours by
<br />Centralina. The Board appropriated $2,500.00 from the Contingency Fund for
<br />payment for this work.
<br /> As requested by Commissioner Hamby, the Board asked the Planning Board
<br />and staff to review the ARR classifications in the Zoning Ordinance.
<br /> In response to an invitation from the Social Services Board, the Board
<br />agreed to tour the Department of Social Services facilities at 4:00 P.M. on
<br />Monday, August 7, 1989.
<br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and
<br />unanimously carried, the Board authorized Chairman Lentz to execute a Contract
<br />Amendment for the Weatherization Assistance Program for Low-Income Persons,
<br />Contract Number 89-1441-50A1, between the Energy Division, North Carolina
<br />Department of Commerce and the Cabarrus County Department of Aging for the
<br />following contract amounts.

<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and
<br />unanimously carried, the Board awarded the bid for small item kitchen equipment
<br />for the Cabarrus County Jail to Thompson & Little, Inc. in the amount of
<br />$8,457.34 and authorized the Sheriff to proceed with the purchase of this
<br />equipment.
<br /> Mr. Michael M. Ruffin, County Manager, informed the Board of a new policy
<br />whereby all capital outlay purchases not included in the Fiscal Year 1989-1990
<br />Cabarrus County Budget must come back to the Board for approval. Pursuant to
<br />the new policy, he recommended approval of a request by Mr. Steve Little,
<br />Recreation Director, to transfer $2,500.00 in lapsed salary money to the
<br />Furniture and Equipment line item to purchase three used canopy tents from Party
<br />Reflections Company. These tents, if new, normally sold for $2,500.00 to
<br />$3,000.00 and were currently being sold for $600.00 to $900.00 each.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and
<br />unanimously carried, the Board authorized the purchase of the tents from Party
<br />Reflections Company by the Parks and Recreation Department at a cost of
<br />$2,451.00 and approved the following budget amendment.
