252 <br /> <br /> Mr. Michael M. Ruffin, County Manager, introduced Mr. Michael Downs who <br />had been promoted from Zoning Inspector to Zoning Administrator for Cabarrus <br />County. <br /> Chairman Lentz announced that the items relating to the .adoption of the <br />Personnel Ordinance and the approval of the Pretreatment Agreement between the <br />City of Concord and Cabarrus County would be removed from the agenda for this <br />meeting. He stated that a work session would be held on Monday, December 11, <br />at 6:00 P.M. to review the proposed Personnel Ordinance. <br /> Mr. Michael M. Ruffin, County Manager, requested that the Board consider <br />the adoption of Appendix C, Wage and Hour Policy, of the proposed Personnel <br />Ordinance in order for the County to be in compliance with the Fair Labor <br />Standards Act. He asked that this policy be made effective November 17, 1989. <br /> Motion was made by Chairman Lentz and seconded by Commissioner Hamby to <br />approve Appendix G, Wage and Hour Policy,' for the pay period beginning November <br />17, 1989 as an addendum to the existing Personnel Ordinance and subject to any <br />future changes to the Personnel Ordinance. The vote was as follows: <br /> <br />Voting for: Chairman Lentz and Commissioner Hamby <br />Voting against: Commissioners Moss and Melvin <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, presented a proposal <br />and budget revision request for additional Child Protective Services staff to <br />meet the large increase in the number of reports received and investigated in <br />the county. He noted that the request would utilize funds appropriated by the <br />General Assembly to meet manpower needs in the area of Child Protective Services <br />by reorganizing the Department's services program and by adding Protective <br />Services staff. Mr. Cook estimated the County's initial allocation for 1989- <br />1990 to be $23,127.00 and projected a minimum of $31,365.00 to be available for <br />1990-1991. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for the Board <br />approved the following Social Services proposal and budget request for Fiscal <br />Year 1989-1990. <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />Redesign the Services Intake function by permitting a Grade 66-Step <br />2 Social Worker II position from a service area other than <br />Protective Services to be reallocated to a Grade 69-Step 1 Social <br />Work Supervisor II. This will permit reorganization of the Services <br />Division so that the Protective Services supervisor will have only <br />6.5 workers to supervise and will cost a total of $1,521.00 for the <br />period 12-15-89 to 6-30-90. <br />Create a new permanent full-time Grade 68-Step 1 Social Worker III <br />position and add to the Protective Services Unit to do <br />investigations and treatment services. The 12-15-89 through 6-30- <br />90 cost for this position will be $15,305.00. <br />Create a new Grade 66-Step 1, part-time temporary Social Worker II <br />position and add to the Protective Services Unit to work 20 hours <br />per week taking, assessing and documenting Protective Services <br />reports.
