Planning and Zoning Commission Minutes <br />December 16, 1993 <br /> <br />Pa~e 4 <br /> <br />This was a request to the Cabarrus County Planning and Zoning Commission <br />from Mr. Nelson M. Steele, 5589 Flowe Store Road, Concord, N.C. 28025, for <br />a conditional use permit to place an Elderly HoUsing Unit on his property. <br /> <br />The Chair opened the public hearing on Conditional Use Permit 189(C) asking that any person <br />Who would like to offer evidence to the board either in favor or in opposition to this conditional <br />use permit, to please come forward and be sworn. The Chair then swore in Mr. Jay Lowe, <br />Zoning Technician, Mr. Nelson Steele, Petitioner and Ms. Sherry Steele, Petitioner. <br /> <br />Mr. Jay Lowe, Zoning Technician, presented the conditional use application and <br />the staff report to the board. He also submitted as evidence pictures of the <br />property and a video tape of the property. <br /> <br />Mr. Nelson Steele, Petitioner, addressed the Board stating for clarification that <br />the 1.27 acres and the 1.28 acres on the map. is not deeded to him, the only thing <br />that is deeded to him is the 5.95 acres and the 4.05 acres. He said this map was <br />drawn to cut out that acre of land to deed it to his wife. So it is only one acre <br />that he is talking about. <br /> <br />Finding of Facts' <br /> <br />The Chair said once again the board has a very complete application that has been <br />addressed. <br /> <br />1. The complete application. <br /> <br />2. The site plan. <br /> <br />3. A letter from Dr. Kenneth E. Carroll stating the necessity for the proposed <br />ECHO unit. <br /> <br />4. A letter from the Cabarrus County Health Department stating the conditions <br />for the use of existing septic tank. <br /> <br />5. The floor plans for the proposed ECHO unit. <br /> <br />6.
