Planning and Zoning Commission Minutes <br />December 16 1993 _ . <br /> <br />The Chair introduced the fifth item on the Agenda, DiscussiOn of the Cabarms County <br />Thoroughfare Plan: <br /> <br />Mr. Mike Byrd, Transportation Planner, addressed the Board stating what the board has in front <br />of them tonight is a revised preliminary draft of the County Thoroughfare Plan. He said Mr. <br />Mike Retkowski, Statewide Planning Branch of the North Carolina Department of Transportation <br />is here tonight to discuss this with them. Mr. Byrd said the best way he can explain to the <br />board what arms are being considered is for them to turn to the .first fold out map it is called <br />Figure 4 in the bottom fight hand corner. The area outside of the red line is the area they are <br />discussing tonight. The area within the red line is covered by that KANLACON Thoroughfare <br />Plan and it is a designated urban plan. Mr. Byrd then turned the discussion of the thoroughfare <br />plan to the board over to Mr. Retkowski. <br /> <br /> Mr. Mike Retk0wski, Statewide Planning Branch, North Carolina Department of Transportation <br /> addressed the Board stating a couple of years ago they were requested by the Board of <br /> Commissioners to conduct a thoroughfare plan for the County of Cabarms. He said tonight he <br /> would like to introduce the concept of thoroughfare planning to the board and talk more about <br /> the issues that they have found, more particular, the recommendations that they have for the <br /> County. Mr. Retkowski then presented the thoroughfare plan to the board. <br /> Mr. Gerald Newton, Director, introduced himself to Mr. Retkowski asking what is he asking <br /> of this board tonight? <br /> <br />Mr. Retkowski said basically it is an introducti°n to the Cabarrus County Thoroughfare Plan <br />from the recommendations. He said he is challenging the board to review the report and the <br />material that is in front of them. If you have any concerns or any additional things that we <br />have not at that we must look at, then please .contact him. From that point, once they have <br />come up with a satisfied thoroughfare plan, then the board shall submit this to the Board of <br />Commissioners for approval. <br /> <br />Mr. Newton said they have looked at the document as it was sent to the bOard last week, <br />He said the board can spend time now going over some of the principle issues and concerns of <br />the document, which he said was overall extremely shallow and it looked like it was a typical <br />thoroughfare plan used in any area. Mr. Newton then went over some of the principle issues <br />with the board and Mr. Retkowski. He also suggested that the transportation planners work with <br />State DOT much more closely and that DOT be receptive to that and that this thoroughfare plan <br />be presented back to the Planning and Zoning Commission in a few months. <br /> <br /> <br />
