Planning and Zoning Commission Minutes <br />December ,16, 1993 <br /> <br />Page 10 <br /> <br />Mr. Retkowski said he agree totally. He said the original thoroughfare planner on this had <br />completed a draft document over a year ago. It has been on his shelf for over a year, and since <br />that time a new functional classification has been updated. Mr. Retkowski said in the update <br />of the document, several figures were left out because obviously they cannot prepare them in <br />a moments notice. He said this is the first time they have been able to come and appear in front <br />of this board to even talk about what a thoroughfare plan is, and that is what the effort is here. <br /> <br />In response to a comment by Mr. Retkowski regarding the forecasting method, Mr. Newton said <br />again he would consider it as a simple linear progression analysis which is far from accurate' in <br />portraying what is going to happen in Cabarrus County. <br /> <br />The Chair said what she sees occurring is that he has extended the invitation to try to provide <br />this board with some education on what the planning process is. She said the board does <br />appreciate ~that very much. She said she also see that what he is saying is that he would be <br />delighted to work with our staff. We have transportation planners in place who have the local <br />knowledge of what is going on around here and he has an overview and a purview. The Chair <br />said it seems to her in the best interest for him to use his time is to draw on the local resources <br />that we have. If that is the understanding that we have is that we work together, she said this <br />is the direction that they should go, but she Would like for the board to review this document <br />that we have. She urged the board members .'to make written comments and either direct them <br />to Mr. Retkowski or to Jerry or our transportation planner. She said we should cooperate in this <br />endeavor. <br /> <br />Mr. Amos said there are two things he would like to point out. First, he pointed out where <br />there were high accident locations in the county and second, where there are some areas that we <br />may have some bridge problems. Mr. Amos said both of those things he would like to see those <br />highlighted and that they be put on a more urgent agenda as far as time tables of addressing <br />those areas. <br /> <br />Moving to the next item on the agenda, the Chair stated to the Board that she attended the <br />Commissioners meeting on behalf of Jerry to make the recommendation that they approve the <br />new Cabarrus County Zoning Ordinance and Zoning Atlas. She said the presentation was <br />terrific and they got all caught up in how old mobile homes could be before we' could move <br />them to a new part of the County. The Commissioners changed the age at which a mobile home <br />could be. The new ordinance was adopted unanimously. <br /> <br />Mr. Newton said the new zoning ordinance does take effect December 20, 1993. In having the <br />ordinance approved, the Board of Commissioners requested that we look further at the mobile <br /> <br /> <br />
