Planning and Zoning Commission Minutes <br />March 19, 1992 <br /> <br />Page 2 <br /> <br />Ms. Blackburn gave the board a brief definition of what the <br />Geographic Information System is, commonly called GIS. She stated <br />GIS is a computer system - that allows the input storage, <br />manipulation analysis, and output of spatial data. Ms. Blackburn <br />then made her presentation to the board. <br /> <br />Chairperson Randall thanked Ms. Blackburn for her presentation. <br /> <br />Chairperson Randall introduced the second item on the Agenda, <br />Preliminary Plat Approval - C.D. Blackwelder properties. <br /> <br />2. Applicant: C.D. Blackwelder <br /> , <br /> Request: Preliminary Plat Approval <br /> <br />This was a request to the Cabarrus County Planning and <br />Zoning Commission from C.D. Blackwelder to have his <br />subdivis ion C.D. Blackwelder Properties approved <br />preliminary. <br /> <br />Mr. Jonathan Marshall, Staff Member, presented this <br />subdivision review to the board stating the road that <br />serves this property may be approved by the Planning and <br />Zoning Commission as a Class B Private Road (pg. 21, <br />subdivision regulations). <br /> <br />Chairperson Randall asked Mr. Marshall if the board needs <br />to make that approval. <br /> <br />Mr. Marshall stated it is the board's prerogative to <br />approve or not to approve that as a private road meeting <br />the standards. <br /> <br />Mr. Hartgen asked Mr. Marshall since this extends from a <br />City street, has there been some discussion with the City <br />about this subdiVision? <br /> <br />Mr. Marshall stated the only discussion has been that, in <br />order to do this, there is no way they can construct this <br />road with City standards. That is the reason why they <br />are doing it through the option of a private road <br />standard. <br /> <br />Chairperson Randall asked Mr. Marshall, "why could it not <br />meet City standards?" <br /> <br />Mr. Marshall stated primarily it is a matter of economics <br />to construct a bridge to cross Wolf MeadOw Creek there <br />for 6 lots. It would be cost prohibitive. <br /> <br /> <br />
