Planning and 'Zoning Commission Minutes <br />March 19, 1992 <br /> <br />Paqe 3 <br /> <br />Mr. Hurlocker asked Mr. Marshall if the City of Concord <br />were going to require the property to be annexed. <br /> <br />Mr. Marshall stated that the property owner would have to <br />answer that question. <br /> <br />Mr. Amos asked Mr. Marshall would a Class B road be <br />adequate to serve the kind of construction machinery that <br />might be required across that water way? <br /> <br />Mr. Marshall stated he would be going well beyond his <br />expertise to answer that. <br /> <br />Mr. Hurlocker stated he believes, based on the recent <br />rulings by the Board of Alderman, and he stands to be <br />corrected, they have turned down requests for sewer <br />services without annexation. He does not see the board <br />approving something-that is below the standards. From <br />his standpoint, he would like to have some clarification. <br /> <br />There being no further comments, Mr. Olio-Mills MOTIONED <br />to table this preliminary plat approval until next <br />month's meeting and have the property owner present to <br />answer questions, seconded by Mr. Hartgen. The vote was <br />unanimous. <br /> <br />ChairPerson Randall introduced the third item on the Agenda, <br />Concept Plan for a planned unit development by S.outhern Land <br />Equities, Inc. - Joe Shambo. <br /> <br />3. Applicant: Southern Land Equities, Inc.- Joe Shamb.0..' <br /> Request: Discussion of Concept Plan. <br /> <br />This was a request to the Cabarrus COunty Planning and <br />Zoning Commission from Southern Land Equities, Inc. - Mr. <br />Joe Shambo to discuss a Concept Plan for a planned unit <br />development. <br /> <br />Mr. Marshall, Staff Member, addressed the board stating <br />that this is a planned unit development concept plan <br />being submitted for your review. <br /> <br />Mr. Joe Shambo, Southern Land Equities, Inc., addressed <br />the board stating this is a concept plan and what he <br />would like to do is to submit this and get any initial <br />reactions, positive or negative, from the board before he <br />goes ahead and. continues with this plan. He stated he <br />tried to follow the PUD plan in developing this plan. If <br />there are some concerns, it-would be a lot easier for him <br />to address them at this time and incorporate them in the <br /> <br /> <br />
