Planning and Zoning Commission Minutes
March 19, 1992
,

Page 20

Chairperson Randall introduced the seventh item on the Agenda,
Zoning Atlas Amendment, Petition 92-04.

7. Applicant:.~ Troy & Clyde Cook
Request:. . Rezoning of Property from I-l/I-2 to C-4

This was a request to the Cabarrus County Planning and-
Zoning Commission from Troy & Clyde Cook, off U.S. 601
Bypass and Armentrout Drive, to have his Property rezoned
from I-l/I-2 to C-4, to construct a golf driving range.

Chairperson Randall stated to the citizens this is when
the board serves as an advisory capacity to the County
Commissioners. Any recommendations made tonight will be
heard by the Commissioners on April 20, 1992 at 7:00
p.m., in the County Commissioners Chamber in the'Cabarrus
County Governmental Center and they will make all final
decisions on rezonings.

Mr. Jonathan Marshall, Staff Member, presented Petition
92-04 and the Staff Analysis to the board. Mr. Marshall
stated the frontage of this property on Highway 601 is in
the City limits of Concord. Mr. Marshall stated the staff
recommends approval of the rezoning petition.

Chairperson Randall opened the public hearing on Petition 92-04
rezoning request asking if anyone would like to speak for or
against this petition.

Mr. Troy Cook, Owner, addressed the board stating that
that piece of property has been in the family since 1934.
It has always been worked as farmland for years. Mr.
David Jones wants to put a golf driving range on it.
There is nothing wrong with the land, some of it does
flood, but you can put a golf course in there and keep it
mowed, it will make a pretty driving range.

Chairperson Randall asked if you could get a driving
range in there without interfering with the electric
wires.

Mr. Cook said the power line is over toward the creek
about two thirds of the way and the sewer line is there
close to it. But most of the room is back next to the
hill.

Chairperson Randall closed the public hearing on Petition 92-04.
