Planning and Zoning Commission IVlinutes
February 15, 2001

Paqe 4

Mr. Randy Mannino, Applicant, addressed the Board stating that
Mr. Lowe pretty much covered the basics and location of this
particular request. He said part of the reason they chose this
particular location is because there is an extreme need for NEXTEL,
who is the actual carrier, who is looking for coverage in this area.
Mr. IVlannino said on this particular site they were able to find a
heavily wooded spot where they could go back off of Lower Rocky
River Road. He said NEXTEL is a phone carrier in this area and
they are building a network. Hr. IVlannino said for NEXTEL to
provide service, they had to look at several sites in this area that
met the criteria of the zoning ordinance. He said they have been
working with the county and they initially came in with a 300-foot
guide structure proposed on this site. He said in working with the
staff they were able to lower the height of it to 250-feet because
staff had some concerns about a guide structure.

The Chair asked Mr. Mannino to explain the different colors on the
propagation maps.

Mr. Mannino said he would like to introduce Marry .lelleme,
Construction Manager with Spectrasite who will building this for
NEXTEL if this conditional use application is approved.

Mr. ]elleme explained to the Board what the different colors on the
propagation maps were.

Mr. Mannino said again they have worked with staff and the
request does fully comply with the county requirements. He said it
actually exceeds the requirements for setbacks but not the height
requirements. He said they fully comply with the FAA and FCC
requirements.

Mr. Moose asked about the elevation of the property.

Mr. Mannino said the property is going toward the creek. He said
to get into the wooded area they had to go approximately 1,219
feet down the hill, south of Rocky River Road.

Mr..lelleme said the actual elevation is 593.6 it is well outside of
the creek. He said you are almost at the top of the plateau at that
